Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities. A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'MEDIU'. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Indian Village W. System is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions: Non-Detects (NO) -laboratory analysis indicates that the constituent is not present. Parts per million (ppm) or Milligrams per liter (mg/L) -one part per million corresponds to one minute in two years or a single penny in $10,000. Parts per billion (ppb) or Micrograms per liter (ug/L) -one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000. Parts per trillion (ppt) or Nanograms per liter (ng/L) -one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000. Parts per quadrillion (ppq) or Picograms per liter (pg/L) -one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000. Picocuries per liter (pCi/L) -picocuries per liter is a measure of the radioactivity in water. Millirems per year (mrem/yr) -measure of radiation absorbed by the body. 2008 Consumer Confidence Report Page 3 of5 Million fibers per liter (MFl) -million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. Nephelometric Turbidity Unit (NTU) -nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Variances & Exemptions (V&E) -State or EPA permission not to meet MCl or a treatment technique under certain conditions. Action level (Al) -the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment technique (TT) -a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminant level (MCl) -the "Maximum Allowed" MCl is the highest level of a contaminant that is allowed in drinking water. MCl's are set as close to the MClG's as feasible using the best available treatment technology. Maximum contaminant level goal (MClG) -the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MClG's allow for a margin of safety. Maximum residual disinfectant level (MRDl) -The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDlG) -The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDlGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. During the period covered by this report we had below noted violations of drinking water regulations. ++++++Environmental Protection Agency Required Health Effects Language++++++ Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-4264791 ). The Police Jury of the Parish of Ouachita, State of Louisiana met in regular and legal session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, May 18, 2009 at 5:33 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business. The following resolution was offered by Mr. Calhoun, seconded by Mr. Caldwell: RESOLUTION NO. 09-17 A RESOLUTION SUPPORTING ENERGY TRANSFER PARTNERS’ PROPOSED “TIGER PIPELINE PROJECT”; AND FURTHER PROVIDING WITH RESPECT THERETO. WHEREAS, Energy Transfer Partners’ proposed “Tiger Pipeline Project” consists of approximately 180 miles of 42” natural gas pipeline that will transport natural gas from East Texas and the Haynesville Shale area of Louisiana to markets across the Midwest, Northeast and Southeast sections of the United States; WHEREAS, the development of our domestic natural gas resources is vital to the economy and security of our Nation; WHEREAS, the development of the Haynesville Shale gas field will benefit the economy of our State; WHEREAS, the proposed Tiger Pipeline Project that will traverse southern Ouachita Parish will benefit the economy of our Parish by providing temporary, quality jobs; by the local spending of the contractors and their workforce; and by the future ad valorem taxes generated by the facilities to be permanently located in Ouachita Parish; and, WHEREAS, Energy Transfer Partners has indicated that it and its contractors will co-operate with the Ouachita Parish Police Jury in keeping the roads impacted by the proposed pipeline construction open for the safe use by the citizens of Ouachita Parish; NOW THEREFORE: BE IT RESOLVED by the Ouachita Parish Police Jury in legal and regular session convened on the 18th day of May, 2009, that the Ouachita Parish Police Jury hereby evidences its support of Energy Transfer Partners’ proposed “Tiger Pipeline Project;” BE IT FURTHER RESOLVED that the Ouachita Parish Police Jury hereby authorizes Energy Transfer Partners to provide this Resolution to State and Federal agencies having regulatory authority related to the proposed “Tiger Pipeline Project” The above Resolution was adopted on the 18th day of May, 2009. * * * The president recognized Rev. The following ordinance was offered for adoption by Mr. Jackson, seconded by Mr. Caldwell: ORDINANCE NO. 8933 AN ORDINANCE ESTABLISHING A TEMPORARY SPEED LIMIT AND NO WAKE ZONE FOR WATERCRAFT ON A PORTION OF BAYOU DARBONNE IN OUACHITA PARISH, LOUISIANA; AND FURTHER PROVIDING WITH RESPECT THERETO: WHEREAS, the Ouachita River at Monroe has risen past its flood stage of 40 feet and is expected to crest later this week at 44 feet; WHEREAS, residents along Bayou Darbonne have asked the Ouachita Parish Police Jury to limit boat traffic in the area around their homes in order to minimize the damage to their property and the banks of said Bayou caused by the current flood situation; and, WHEREAS, the Ouachita Parish Police Jury finds that while the precedent of past floods indicates that a prohibition of boat traffic on Bayou Darbonne is not warranted by the present river levels, the establishment of a temporary speed limit and “no wake zone” in the more developed areas along Darbonne Bayou does offer an opportunity to reduce flood damage to residential structures and property while imposing only a minimum burden on the boating public; NOW, THEREFORE: BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that all watercraft utilizing Bayou Darbonne from the LA Highway 143 Bridge to the mouth of Darbonne Bayou at the Ouachita River from this date until this Ordinance is rescinded shall be prohibited from traveling faster than idle speed. “Idle speed” shall be defined as a speed producing a wake of less than two inches or five (5) miles per hour, whichever is less; BE IT FURTHER ORDAINED that this Ordinance shall not apply to watercraft operated by emergency personnel in their official capacity, including law enforcement officers and employees of the Louisiana Department of Wildlife and Fisheries; BE IT FURTHER ORDAINED that violations of this Ordinance shall be punished by a fine of not more than Five Hundred and No/100 Dollars ($500.00): BE IT FURTHER ORDAINED that due to the state of flooding along the Ouachita River presently existing, and predicted for the immediate future, introduction and Public Hearing of this Ordinance are waived, and this Ordinance shall become effective immediately upon adoption. SHANE SMILEY, DISTRICT E: The following ordinance was offered for final adoption by Mr. Smiley, seconded by Mr. Caldwell: ORDINANCE NO. 8924 (FINAL) AN ORDINANCE SETTING THE FRANCHISE FEE TO BE PAID BY THOSE ENTITIES PROVIDING CABLE OR VIDEO SERVICE WITHIN THE PARISH’S UNINCORPORATED LIMITS UNDER A STATE-GRANTED FRANCHISE AUTHORITY AND OTHERWISE PROVIDING WITH RESPECT THERETO: WHEREAS, pursuant to the provisions of the Consumer Choice for Television Act of 2008, codified at LSA-RS. 45:1361 et seq, any person or entity desiring to provide cable or video services within the Parish of Ouachita may do so by obtaining a state issued certificate of franchise authority; WHEREAS, pursuant to the provisions of LSA-R.S. 45:1366, the holder of a state issued certificate of franchise authority for cable or video service is required to pay a franchise fee to a Parish in which it operates upon the passage of an ordinance by Parish setting such a fee; and WHEREAS, there are persons or entities that operate or desire to operate cable or video services with the Parish’s unincorporated limits. BE IT THEREFORE ordained by the Police Jury of the Parish of Ouachita, State of Louisiana, that all persons or entities providing cable or video services to the citizens residing in the unincorporated limits of the Parish of Ouachita pursuant to a state-issued certificate of franchise authority as provided in LSA-R.S. 45:1361 et seq shall, pursuant to the provisions of LSA-R.S. 45:1366, pay the Parish of Ouachita a franchise fee equal to [an amount up to 5%, to be determined by Ouachita Parish] of the cable or video service provider’s gross revenues, as that term is defined by the “Consumer Choice for Television Act of 2008,” derived from operations within the Parish’s unincorporated limits. BE IT FURTHER RESOLVED, that all ordinances and resolutions in conflict herewith are hereby repealed, except those approving any cable or video franchise agreement in force and effect between the Parish and any cable or video service provider.
