Public Water Supply ID: LA1073003 We are pleased to present to you the Annual Water Quality Report for the year 2008. This report is designed to inform you about the quality of your water and services we deliver to you every day (Este informe contiene información muy importante sobre su agua potable. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water. Our water source(s) are listed below: Source Name / Source Water Type/ Source Water Body Name Well #1 / Ground Water / Well #2 / Ground Water / The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities. A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'MEDIU'. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Better Waterworks W.Sys. is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at HYPERLINK "http://www.epa.gov/safewater/lead"http://www.epa.gov/safewater/lead. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2008. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions: Non-Detects (ND) – laboratory analysis indicates that the constituent is not present. Parts per million (ppm) or Milligrams per liter (mg/L) – one part per million corresponds to one minute in two years or a single penny in $10,000. Parts per billion (ppb) or Micrograms per liter (ug/L) – one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000. Parts per trillion (ppt) or Nanograms per liter (ng/L) – one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000. Parts per quadrillion (ppq) or Picograms per liter (pg/L) – one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000. Picocuries per liter (pCi/L) – picocuries per liter is a measure of the radioactivity in water. Millirems per year (mrem/yr) – measure of radiation absorbed by the body. Million fibers per liter (MFL) – million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. Nephelometric Turbidity Unit (NTU) – nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Variances & Exemptions (V&E) – State or EPA permission not to meet MCL or a treatment technique under certain conditions. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. During the period covered by this report we had below noted violations of drinking water regulations. In the tables below, we have shown the regulated contaminants that have detectable levels. These samples, except for Lead and Copper results and surface water systems, were collected at the raw water source and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. Chemical Sampling of our drinking water may not be required on an annual basis; therefore, information provided in this table refers back to the latest year of chemical sampling results. ++++++Environmental Protection Agency Required Health Effects Language++++++ Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791). There are no additional required health effects notices. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'high'. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2007. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. In the tables below, you will find many terms and abbreviations you might not be familiar with. Picocuries per liter (pCi/L) – picocuries per liter is a measure of the radioactivity in water. Millirems per year (mrem/yr) – measure of radiation absorbed by the body. Million fibers per liter (MFL) – million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. Nephelometric Turbidity Unit (NTU) – nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Variances & Exemptions (V&E) – State or EPA permission not to meet MCL or a treatment technique under certain conditions. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. During the period covered by this report we had below noted violations of drinking water regulations. Coliforms were found in more samples than allowed and this was a warning of potential problems. Turbidity has no health effects. However, turbidity can interfere with disinfection and provide a medium for microbial growth. Turbidity may indicate the presence of disease-causing organisms. These organisms include bacteria, viruses, and parasites that can cause symptoms such as nausea, cramps, diarrhea and associated headaches. Infants and children are typically more vulnerable to lead in drinking water than the general population. It is possible that lead levels at your home may be higher than at other homes in the community as a result of materials used in your home's plumbing. If you are concerned about elevated lead levels in your home's water, you may wish to have your water tested and flush your tap for 30 seconds to 2 minutes before using tap water. The following resolution was offered for adoption by Mr. Calhoun, seconded by Mr. Caldwell: RESOLUTION NO. 09-14 A RESOLUTION REQUESTING THE LOUISIANA STATE MINERAL BOARD TO ADVERTISE FOR AN OIL, GAS AND MINERAL LEASE ON PROPERTY OWNED BY THE OUACHITA PARISH POLICE JURY; AND FURTHER PROVIDING WITH RESPECT THERETO. WHEREAS, the Ouachita Parish Police Jury is the owner of certain property in Sections 33 & 34, T 18 N, R 2 E, Ouachita Parish, Louisiana, more particularly described on Exhibit “A” attached hereto; and WHEREAS, Theophilus Oil, Gas & Land Services, L.L.C. has requested that a mineral lease covering said property be advertised for bid; and WHEREAS, Theophilus Oil, Gas & Land Services, L.L.C. has submitted a cashier’s check in the amount of Four Hundred and No/100 ($400.00) Dollars in evidence of good faith as required by LSA-R.S. 30:125; and, WHEREAS, the Ouachita Parish Police Jury deems it advisable to advertise the above described tract for mineral lease by the Louisiana State Mineral Board; NOW, THEREFORE: BE IT RESOLVED by the Ouachita Parish Police Jury in legal and regular session that the Louisiana State Mineral Board be hereby requested and authorized to advertise for bids for an oil, gas and mineral lease on the tracts of land owned by the Ouachita Parish Police Jury as described on Exhibit “A” attached hereto and made a part hereof, containing 6.83+/- acres, more or less. CALDWELL, DISTRICT C: Mr. Caldwell asked Mr. Mitchell to update the jury on the cable channel and the request to use it. Mr. Mitchell indicated that a meeting had been set for Wednesday, May 6th with Comcast and the university. Mr. Caldwell asked that the matter be placed back on the agenda for the next meeting. The following ordinance was offered for final adoption by Mr. Caldwell, seconded by Mr. Jackson: ORDINANCE NO. 8929 (FINAL) AN ORDINANCE CREATING ROAD LIGHTING DISTRICT NO. 36 WITHIN THE PARISH OF OUACHITA, STATE OF LOUISIANA, AND DEFINING AND DESCRIBING THE BOUNDARIES THEREOF. WHEREAS, Chapter 7, Title 48 of the Louisiana Revised Statutes of 1950, as amended, authorizes parish governing authorities to create road lighting districts; and WHEREAS, this Police Jury, acting as the governing authority of the Parish of Ouachita, State of Louisiana, now wishes to create a road lighting district within the Parish with such boundaries as are hereinafter set forth; NOW, THEREFORE: BE IT ORDAINED by the Police Jury of the Parish of Ouachita, State of Louisiana, that: SECTION 1: By virtue of the authority conferred by Chapter 7, Title 48 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, a Road Lighting District be and the same is hereby created within the Parish of Ouachita, State of Louisiana, which Road Lighting District shall comprise and embrace all of that territory within Frenchman’s Bend Subdivision, Unit No. 1, 2, 3, 4, 5, 6, 7 and 8, as recorded in Plat Book 18, page 20, et seq. of the records of Ouachita Parish, Louisiana. SECTION 2: The Road Lighting District hereby created shall be known and designated as "Road Lighting District No. 36 of the Parish of Ouachita, State of Louisiana" (the "District"), and as thus created shall constitute a public corporation and political subdivision of the State of Louisiana, of which this Police Jury shall be the governing authority, and the District shall have all the rights, powers and privileges granted and conferred by the Constitution and Statutes of the State of Louisiana to such political subdivisions, including the authority to incur debt and to levy taxes. SECTION 3: The official seal of the Parish of Ouachita, State of Louisiana, be and the same is hereby adopted as the official seal of the District and the official journal of this Police Jury shall be the official journal of the District. The above Ordinance was introduced on the 20th day of April 2009. No action was taken on the matter. The president recognized Mr. Blade, District D. MR. BLADE, DISTRICT D: Mr. Blade indicated that he had no items. Mr. Blade stated that there is a potential problem brewing in the parish with the off road drainage. MR. SHANE SMILEY, DISTRICT E: Mr. Smiley spoke regarding the recent OCOG meeting and the payment due to them. Mr. Smiley indicated that a recommendation had been made to alleviate the deficit. Mr. Smiley stated that the amount that the jury is required payment was approximately $8,600. Discussion ensued. The matter was tabled briefly. Motion offered by Mr. Caldwell, seconded by Mr. Jackson to make the payment to OCOG in the amount of $8,600.00. Motion passed without opposition. Mr. Smiley spoke regarding the recent grant given to Keep Ouachita Beautiful. Discussion ensued. The following resolution was offered for adoption by Mr. Smiley and seconded by Mr. Calhoun: RESOLUTION NO. 09-15 A RESOLUTION AUTHORIZING THE EXECUTION OF A COOPERATIVE ENDEAVOR AGREEMENT WITH THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY FOR THE “KEEP OUACHITA PARISH BEAUTIFUL – HHM COLLECTION EVENT AND SCHOOL LAB MATERIAL REMOVAL” PROJECT AND GRANT; AND, FURTHER PROVIDING WITH RESPECT THERETO WHEREAS, the Louisiana Department of Environmental Quality has awarded a grant in the amount of $52,593.00 to facilitate the “Keep Ouachita Parish Beautiful – HHM Collection Event And School Lab Material Removal Project” which seeks to provide for the collection and safe re-use or disposal of Household Hazardous Materials and School Laboratory Materials; WHEREAS the Keep Ouachita Parish Beautiful has requested that the Ouachita Parish Police Jury assist with this project by serving as the Grantee of said Grant and otherwise supporting the efforts of Keep Ouachita Parish Beautiful in connection therewith WHEREAS, the Ouachita Parish Police Jury finds that the proposed Project will serve the interests of not only schoolchildren but all citizens of Ouachita Parish; NOW, THEREFORE: BE IT RESOLVED that the Ouachita Parish Police Jury does hereby evidence its support of the “Keep Ouachita Parish Beautiful – HHM Collection Event and School Lab Material Removal Project” by accepting the grant from the Louisiana Department of Environmental Quality described above; BE IT FURTHER RESOLVED that the Ouachita Parish Police Jury hereby authorizes its President, Shane Smiley, and to execute a Cooperative Endeavor Agreement(s) with the Louisiana Department of Environmental Quality and such other instruments or correspondence as are reasonable and necessary to give effect to this Resolution. PAT MOORE, DISTRICT F: Ms. Moore asked Mr. Harrison to update the jury on the Tanglewood Flood Control Project. Mr. Harrison spoke regarding the upcoming appraisals of the property located within the area. Discussion ensued. Mr. Harrison stated that he would report back to the jury on the progress being made at future jury meeting. No action was taken on this matter. Ms. Moore asked Mr. Harrison to speak regarding the Tanglewood Street Improvement Project. Mr. Harrison indicated that the contract for the project had been signed and that the contractor was scheduled to start work on the project within 10 days. Ms. Moore stated that she had talked several members of the church community to adopt the Tanglewood Heights Subdivision Community. Ms. Moore asked that the fire chief help with getting the homes in the area with visible street number. The chief stated that he would get with the sheriff’s office to discuss the problem throughout the parish. Rev. John Sewell spoke regarding the matter. No action was taken on this matter. Ms. Moore stated that the grant for Safe Routes to School had been awarded to Shady Grove Elementary School.ADMINISTRATIVE REPORTS: The president recognized Mr. Cammack, Treasurer. Mr. Murray stated the Spring Conference of the Louisiana Parish Engineers and Supervisors is being held this week in West Monroe and extended an invitation to the jury to attend.
