The public is invited to review and comment on the application for the Louisiana Edward Byrne Memorial Justice Assistance Grant Program funds. The application for funding has been submitted to the Bureau of Justice Assistance, U.S. Department of Justice.

A written examination will be given in approximately ninety (90) days on a competitive basis to approved applicants for the purpose of placing names on the competitive employment list for the class of Firefighter in accordance with the provisions of the Municipal Fire and Police Civil Service Law and the rules of the Ouachita Parish Fire Department Civil Service Board. Application forms and a list of the qualification requirements that must be met for admission to this examination may be obtained from the Fire Chief's Office, at 1000 New Natchitoches Road, West Monroe, Louisiana 71292. Completed applications must be received at the above address by February 6, 2009, 4:00 p.m. (Office hours are 8:00 a.m. until 4:00 p.m., Monday through Friday).

NOTICE
PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD MONDAY, DECEMBER 15, 2008 AT 5:30 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in regular and legal session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, December 15, 2008 at 5:30 p.m., and was duly convened by Mr. Walt Caldwell, President, who stated that the Police Jury was ready for the transaction of business.
Members Present (6)— Charles Jackson, District A; Mack Calhoun, District B; Walt Caldwell, District C; Dorth Blade, District D; Shane Smiley, District E; Pat Moore, District F.
Members Absent (0)
Mr. Blade gave invocation. Mr. Blade led pledge of Allegiance to the flag.
The president recognized the Constables and Justices of the Peace of Ouachita Parish who were present for their swearing in ceremony. Clerk of Court, Bill Hodge, swore in the Constables and Justices of the Peace.
The president recognized visitor, Diane Cook, board member of Keep Ouachita Beautiful. Ms. Cook presented to the jury the awards received by Ouachita Parish at the recent Keep America Beautiful Conference.
The president stated that Mr. Reginald Brown and Mr. Charles Williams who were on the agenda as visitors were not present.
The president recognized Pam Barton, Ouachita Parish School Board. Ms. Barton spoke regarding the Safe Routes to School Grant Program. Ms. Barton asked the jury for a letter stating their support of the efforts in securing a grant for Shady Grove Elementary School. The president stated that this was an item on Ms. Moore agenda and asked whether or not any juror had a problem addressing the matter at this time. No one had an issue with addressing the matter. Motion offered by Ms. Moore, seconded by Mr. Calhoun to submit a letter, signed by the president in support of securing funds through the Safe Routes to School Grant Program. Motion passed without opposition.
The president recognized Sandra Blanche, 106 Shady Lane. Ms. Blanche spoke regarding the recent environmental hearing on her property. Discussion ensued. The president informed Ms. Blanche that the police jury had no recourse, but she can elect to appeal her case to the district court. No other action was taken on this matter.
The president stated that the minutes were included in the packet for November 17th, November 20th, December 1st, December 4th and December 8th, 2008 and asked that those be deferred to the next meeting of the police jury.
PUBLIC HEARINGS:
The president convened a PUBLIC HEARING on Ordinance No. 8896 – Increasing the speed limit on Stubbs Ritchie Road from twenty-five (25) miles-per-hour to thirty-five (35) miles per hour. No one appeared to speak in favor of or against this ordinance. Motion offered by Mr. Jackson, seconded by Mr. Smiley to close the public hearing. Motion passed without opposition.
The president convened a PUBLIC HEARING on Ordinance No. 8914 – An Ordinance amending Ordinance No. 8879, Annual Operating Budget for General Fund, Special Revenue Funds, Debt Service Funds and Capital Projects Funds for the Year 2008. No one appeared to speak in favor of or against this ordinance. Motion offered by Mr. Jackson, seconded by Mr. Smiley to close the public hearing. Motion passed without opposition.
The president convened a PUBLIC HEARING on Ordinance No. 8915 – An Ordinance adopting Operating Budgets of Revenue and Expenditures for the fiscal year beginning January 1, 2009 and ending December 31, 2009 for General Fund, Special Revenue Funds, Debt Service Funds, and Capital Projects. No one appeared to speak in favor of or against this ordinance. Motion offered by Mr. Jackson, seconded by Mr. Smiley to close the public hearing. Motion passed without opposition.
Mr. Cammack asked that the president recognized Brian Newcomer, Warden of Ouachita Parish Correctional Center and addressed the matter concerning the inmate telephone system at this time. The president asked whether or not anyone had a problem addressing the matter at this time. No one had an issue with taking up the matter. Mr. Cammack spoke regarding the bid tabulation for the inmate telephone system. Mr. Mitchell spoke regarding the bid tabulation results. Discussion ensued. Motion offered by Ms. Moore, seconded by Mr. Caldwell to accept City Telecom as the vendor for the inmate phone system. Motion failed with Mr. Jackson, Calhoun, Blade and Smiley voting nay, and with Mr. Caldwell and Ms. Moore voting yes. Additional discussion ensued. Motion offered by Mr. Jackson, seconded by Mr. Blade to adopt the recommendation of the sheriff to accept Infinity Networks as the vendor for the inmate phone system. Motion failed with Mr. Jackson, Blade, and Calhoun voting yes and Mr. Caldwell, Smiley, and Ms. Moore voting no. Discussion ensued again. Ms. Moore recommended to the vendors present that they not contact any juror concerning this matter. FINANCE COMMITTEE MEETING
The chairman, Mr. Jackson called the Finance Committee meeting to order at 6:28 p.m. The president recognized Mr. Cammack. Mr. Cammack spoke regarding the claims statement for the period of November 14, 2008 through December 11, 2008. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to pay the claims for the stated period. Motion passed without opposition.
The chairman recognized Ms. Steele, Housing Director. Ms. Steele requested permission to attend the 2009 Southwest Regional NAHRO Winter Committee Meeting in Albuquerque, New Mexico on January 21-23, 2009. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to approve the travel of Ms. Steele. Motion passed without opposition.
The chairman recognized Mr. Murray, Public Works Director. Mr. Murray spoke regarding personnel action for employee Keith Blakes. Mr. Murray recommended placing Mr. Blakes on administrative leave without pay. Motion offered by Mr. Caldwell, seconded by Mr. Smiley to accept the recommendation of Mr. Murray. Motion passed without opposition.
The chairman spoke regarding the 2008 Amended and 2009 Proposed Budgets. The following budgets were reviewed and discussed extensively; Business Development Fund, LDCBG-Tanglewood, Capital Outlay-Drainage, Capital Outlay-Urban, Capital Outlay-Road, Jail Operations, Code Enforcement, Homeland Security, FEMA Terrorism, and the General Fund.
Rev. John Sewell commented on the staffing of the Homeland Security Office.
The chairman spoke regarding the 2009 Cost of Living Increases and deferred the matter to the next meeting. Discussion ensued on the matter of the next meeting of the jury. The jury agreed to schedule a special meeting for Monday, December 22, 2008 at 5:30 p.m. The chairman stated at this time he would entertain a motion to adjourn the Finance Committee meeting. MR. CALHOUN, DISTRICT B:
Mr. Calhoun asked Mr. Harrison to speak regarding the bathrooms at Cheniere Lake Area 3. Mr. Harrison stated that the project had been advertised for bids and for various reasons; no bids had been received for the project. Mr. Harrison recommended getting with the parish attorney to propose another method of getting the project done by looking at the different components of the project. No other action was taken on this matter.
MR. CALDWELL, DISTRICT C:
Mr. Caldwell introduced the following ordinance:
ORDINANCE NO. 8916 (INTRODUCTION)
AN ORDINANCE CONFIRMING THE DISSOLUTION OF THE MONROE-OUACHITA PARISH REGIONAL PLANNING COMMISSION; PROVIDING FOR A PUBLIC HEARING; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the Monroe-Ouachita Parish Regional Planning Commission was established by the Ouachita Parish Police Jury and the City of Monroe in the late 1950’s pursuant to La. R.S. 131, et seq., as enacted by Acts 1956, No. 239;
WHEREAS, said Commission has never acted as true regional planning commission; has never exercised any jurisdiction outside the corporate limits of the City of Monroe; and, has for purposes served as a municipal planning commission for the City of Monroe;
WHEREAS, the City of Monroe desires to formalize this Commission’s function as a municipal planning commission and has requested that the Ouachita Parish Police Jury take such action as is necessary to further that objective; and,
WHEREAS, the Ouachita Parish Police Jury finds that in light of the history of the Commission the interest of all citizens of Ouachita Parish is furthered by dissolving the Monroe-Ouachita Parish Regional Planning Commission and thereby allowing the City of Monroe to formalize that Commission’s function as a municipal planning commission for the City of Monroe;
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that the Ouachita Parish Police Jury, as the governing authority of Ouachita Parish, does hereby agree and consent to the dissolution of the Monroe-Ouachita Parish Regional Planning Commission in order that the City of Monroe may re-formulate such Commission as a municipal planning commission;
BE IT FURTHER ORDAINED that the prior Ordinance(s) and Resolution(s) of the Ouachita Parish Police Jury providing for the creation and operation of the Monroe-Ouachita Parish Regional Planning Commission be, and are hereby, revoked.

Ms. Moore spoke and reminded the jury the LDEQ Enviroschool Meeting scheduled for December 17, 2009, in Monroe.
Ms. Moore spoke regarding the $17.3 Million Competition Grant sponsored by the U.S. Department of Labor. Ms. Moore asked Ms. Bennett, WIA Director to speak regarding the matter. Ms. Bennett stated that the grant was a no match grant and that a meeting is scheduled for December 16th to continue discussion on making application for grant monies. Discussion ensued. Motion offered by Ms. Moore to grant permission to submit an application for the grant and authorize the president to sign the application, seconded by Mr. Calhoun. Motion passed without opposition.
Ms. Moore spoke regarding the lobbying trip to Washington, D.C., scheduled for January 27-28, 2009, and requested that the jury considered sending two (2) jurors on the trip. Discussion ensued.
