NOTICE
Proceedings of the Board of Commissioners of West Ouachita Sewerage District No. 5, Ouachita Parish, Louisiana. Taken at the office of the district, 327 Wallace Road, West Monroe, Louisiana. Monday, April 14, 2008 (regular meeting).
Members present: Fred Hall, Don Leach and Ralph Owens.
Members absent: None.
Others present: Jerry Lazenby, Lazenby & Associates, Inc.; Terry Cox, district manager.
The meeting was called to order promptly at 11:00 A.M. o'clock.
The first item on the agenda was the old D'Arbonne subdivision. Mr. Lazenby reviewed the pending approval of the sewer lines with the commissioners. We are currently waiting for an approved air test. Commissioner Leach made a motion to have Mr. Lazenby send a letter concerning this matter and Commissioner Owens seconded the motion.
Next, was the subdivision to be known as Evan Estates, to consist of five (5) single family residential lots. Mr. Lazenby presented the plans and specifications of the subdivision. Commissioner Owens made a motion to accept the subdivision, upon compliance and inspection of the sewer lines and Commissioner Leach seconded the motion. A letter will be sent to acknowledge approval.
The next item was Harvey Duplexes on Lakeside Drive. Mr. Lazenby updated the Board of Commissioners on the raising of the manhole by the contractor and informed them the matter had been taken care of. Commissioner Owens made a motion to accept the duplexes and Commissioner Leach seconded the motion.
The new equipment shed was the next item on the agenda. Mr. Lazenby presented approved plans from the office of the state fire marshall. Commissioner Leach made a motion to proceed with the bid proposal and Commissioner Owens seconded the motion. Mr. Lazenby will send in the plans and specifications for advertisement.
Mr. Lazenby updated everyone on the status of the treatment plant concerning the FEMA and Sparta projects. No action was needed.
Mr. Lazenby informed all present concerning the change of plans on the project for Greater Ouachita Water Company. No action was needed.
The final item was cash disbursements for the month. Mr. Cox presented the disbursements and a brief discussion followed. Commissioner Leach made a motion to accept them as reasonable and necessary and Commissioner Owens seconded the motion.
No further business was presented, the meeting adjourned at 12:25 p.m. o'clock.

The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. The Owner reserves the right to reject any and all bids for just cause. In accordance with La.
