NOTICE
Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and Rules and Regulations. This includes, but is not limited to, reporting of cotton acreage and paying of assessments by July 15 of each crop year, and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, P.O. Box 3596, Baton Rouge, LA 70821-3596, telephone number (225) 952-8105.
Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C). OF THE WEST MONROE CITY COUNCIL
MARCH 11, 2008
There was a Regular Meeting of the West Monroe City Council held on Tusday, March 11, 2008, at 7:00 p.m. in the Council Chambers of the West Monroe City Hall.
Those present were Mayor Dave Norris, Aldermen L. O. Yeager, Alice Pearson, James Bennett, James Brian and Alice Pearson.
The invocation was offered by Dr. Jerry Edmondson.
There was a motion by Mr. Yeager, seconded by Mrs. Pearson and unanimously carried to approve the minutes of the February 8, 2008, Regular Council Meeting.
There was a motion by Mr. Bennett, seconded by Mrs. Pearson and unanimously carried to approve payment of the February 2008 billings, subject to audit by the Finance Committee.
There was a motion by Mr. Yeager, seconded by Mrs. Pearson and unanimously carried to approve an ordinance to authorize the execution of Right-of-Way Instrument with Entergy Louisiana, Inc. (Martin Street, for Wastewater Treatment Plant) (introduced in February). Ordinance 3723:
AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY OF WEST MONROE, LOUISIANA, ON BEHALF OF THE CITY OF WEST MONROE, LOUISIANA TO ENTER INTO A RIGHT-OF-WAY INSTRUMENT WITH ENTERGY LOUISIANA, INC., AND OTHERWISE PROVIDING WITH RESPECT THERETO.

Received a favorable review from the Planning Commission (tabled from February).
There was a motion by Mr. Yeager, seconded by Mrs. Pearson and unanimously carried to table until the next Regular Council Meeting, an ordinance to rezone property located at 528 Thomas Road, from an O-L (Open Land) District to an I-1 (Light to Heavy Industrial) District. Received a favorable review from the Planning Commission (tabled from February).

There was a motion by Mr. Yeager, seconded by Mrs. Pearson and unanimously carried to give Mr. Ward until the next Regular Council meeting to meet with Johnathan Kauffman or tear down the building. There being no further business, there was a motion by Mr. Yeager, seconded by Mrs. Pearson and unanimously carried to adjourn.

There was a Special Council meeting held on Tuesday, March 18, 2008, at 9:00 a.m. in the Council Chambers of the West Monroe City Hall.
Those present were Mayor Dave Norris, Aldermen L. O. Yeager, Alice Pearson, James Bennett and James Brian. Absent: Fred Ragland.
There was a motion by Mr. Yeager, seconded by Mrs. Pearson and carried in a 3-1 vote (Mr. Yeager, Mrs. Pearson and Mr. Brian voting for and Mr. Bennett voting against) to support the West Ouachita Recreation District No. 1.
Bids were received for the addition to the West Monroe Community Center. They were as follows:

TECHNICALLY COMPLETE SOLID WASTE PERMIT RENEWAL APPLICATION
The LDEQ, Office of Environmental Services, has determined that a permit renewal application for Graphic Packaging International, Inc. (previously Riverwood International, USA), West Monroe Facility, P.O. Box 35800, West Monroe, Louisiana 71294-5800, for the NPDES Wastewater Facility and the Ash/Sludge Lagoon impoundment systems, is technically complete and acceptable for public review. The facility is located at 1000 Jonesboro Road in West Monroe, Ouachita Parish.
Graphic Packaging International, Inc. owns and operates the West Monroe facility, an unbleached Kraft pulp and paper mill. The company requested to renew its permit for the existing Type I industrial surface impoundment and to consolidate the two permits P-0199 and P-0244. The NPDES Wastewater Treatment System (P-0199) includes the following impoundments: Primary Clarifier Sludge/Bark Boiler Ash Sluice Pond, High Intensity Aeration (HIASB), High Intensity Aeration Basin Effluent Canal, No. 1 Pond, No. 2 Pond, No. 3 Pond and No. 4 Pond.
The Ash/Sludge Impoundments (P-0244) receive the underflow from the primary clarifier, which contain all the solid from the total mill effluents. The impoundment also receives sluiced ash from the bark boiler multi-cyclone collectors.
The request to consolidate the permits is based on the following: 1) the impoundments receive similar waste types; 2) the impoundments share a groundwater monitoring system; 3) the geology and hydrology in the area of the impoundments is consistent.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Thursday, May 1, 2008. Written comments will be considered prior to a final permit decision.
If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
The technically complete solid waste permit renewal application is available for review at the LDEQ Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.

Cottonland Mobile Home Estates Water System

We are required to monitor your water for lead and copper. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During the monitoring period of July 1, 2007 through December 31, 2007, the Cottonland Mobile Home Estates W S did not monitor for lead and copper, and therefore we can not be sure of the quality of your drinking water during that time. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly. You can do this by posting this notice in a public place or distributing this notice by hand or mail. This violation occurred because of the failure to collect the required samples for lead and copper from the water systems distribution system. If you have any questions about your water system please call 318-397-2835. In order to correct this the Cottonland Water System was disconnected and taken out of service on January 1, 2007 and the system was merged with the Love Estates Water System.
