(previously Riverwood International, USA), West Monroe Facility, P.O. Box 35800, West Monroe, Louisiana 71294-5800, for the NPDES Wastewater Facility and the Ash/Sludge Lagoon impoundment systems, is technically complete and acceptable for public review. The facility is located at 1000 Jonesboro Road in West Monroe, Ouachita Parish. Graphic Packaging International, Inc. owns and operates the West Monroe facility, an unbleached Kraft pulp and paper mill. The company requested to renew its permit for the existing Type I industrial surface impoundment and to consolidate the two permits P-0199 and P-0244. The NPDES Wastewater Treatment System (P-0199) includes the following impoundments: Primary Clarifier Sludge/Bark Boiler Ash Sluice Pond, High Intensity Aeration (HIASB), High Intensity Aeration Basin Effluent Canal, No. 1 Pond, No. 2 Pond, No. 3 Pond and No. 4 Pond. The Ash/Sludge Impoundments (P-0244) receive the underflow from the primary clarifier, which contain all the solid from the total mill effluents. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During the monitoring period of July 1, 2007 through December 31, 2007, the Cottonland Mobile Home Estates W S did not monitor for lead and copper, and therefore we can not be sure of the quality of your drinking water during that time. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly. You can do this by posting this notice in a public place or distributing this notice by hand or mail. This violation occurred because of the failure to collect the required samples for lead and copper from the water systems distribution system.
