Communication Specialist Aline Smead acknowledged student achievers of the Ouachita Parish School Board support staff who recently participated in her computer instructional classes. Students completing courses in their respective coursework were complemented and presented a certificate of achievement. Aline is a part-time evening instructor teaching students Adult Literacy and Microsoft Certification courses at Louisiana Technical College-Delta Ouachita campus. Through a collaborative effort with the Ouachita Parish School Board and Louisiana Technical College, Aline is able to offer advanced computer training courses to our own Ouachita Parish School Board support staff helping them become more productive and efficient in their computer skills. Administrative Assistant, Mickey Cleveland, introduced his guests, Jimmy and Mary Ann Strong as two very special people. The Strong’s donated the Bibles used in the first Ouachita Parish Bible Curriculum classes implemented nine years ago and are still used today. At that time Ouachita Parish was the first parish in the state allowed to offer a Bible Curriculum Course. On behalf of the Board, Board member Susan Spence presented a plaque to the couple in honor of their faithful and dedicated service to the students of Ouachita Parish. Upon the recommendation of bond counsel Grant Schlueter with the law firm of Foley & Judell, Carey Walker moved, seconded by Susan Spence, that the Board consider and take action with respect to adopting a resolution providing for the opening of the bids received for the purchase of $10,000,000 of General Obligation School Bonds, Series 2008 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana, and providing for other matters in connection therewith. Motion carried unanimously. Upon the recommendation of bond counsel Grant Schlueter with the law firm of Foley & Judell, John Russell moved, seconded by Carey Walker, that the Board adopt a resolution accepting the low bid of Morgan Keegan at a rate of 4.19% for the purchase of $10,000,000 of General Obligation School Bonds, Series 2008 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana. Motion carried unanimously. On the recommendation of bond counsel Grant Schlueter with the law firm of Foley & Judell, Susan Spence moved, seconded by John Russell, that the Board adopt the resolution authorizing the incurring of debt and issuance of $10,000,000 of General Obligation School Bonds, Series 2008, of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana, and providing for other matters in connection therewith. Motion carried unanimously. Upon the recommendation of Personnel Director Don Coker, Scott Robinson moved, seconded by Jerry Hicks, that the Board adopt the following two revisions to be included in the Personnel Manual regarding the “Permanent Employee Salary Distribution Policy” and “Employee Participation in the 403(b) and 457 Investment Programs” as follows: Permanent Employee Salary Distribution Policy “All permanent employees of the Ouachita Parish School Board work 9 months, 10 months, 11 months, or 12 months. Salaries for all permanent employees are distributed over 12 months. Permanent employees of the School Board do not have the option to receive their salary in less than 12 months,” and Employee Participation in the 403(b) and 457 Investment Programs “As an employee of the Ouachita Parish School Board, whether full-time, part-time, or substitute, you are eligible to participate in the School Board’s 403(b) or 457 investment programs. The programs are funded totally by employee contributions. Employee contributions are deducted monthly from the employee’s paycheck. Employees may start or discontinue participating in the program at any time.” Motion carried unanimously. Motion by Jerry Hicks, seconded by Scott Robinson, that the Board deny the request of Twist Realty to extend their contract purchase and sale agreement date to purchase the former Claiborne Elementary School. Motion carried unanimously. Energy Management Coordinator Dabo Graves addressed the Board regarding the staph (MRSA) infection outbreak at West Ouachita and West Monroe High Schools. The Board was assured by Mr. Graves that preventive measures have been taken to eliminate the problem and that everything is being done to ensure the safety of students. On motion by A. R. Sims, seconded by Scott Robinson, the Board authorized the replacement of flooring in the field house at West Ouachita High School and granted permission to Purchasing Agent Bobby Jones to explore options to replace the floor in an effort to correct the mold problem that has plagued the building for years. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by Scott Robinson, that the Board reject the bid for the scoreboard for Ouachita Parish High School as one bid was over budget and the other did not meet specs and rebid under Permission to Bid [Bid No. 19-08]; table the bid for renovations at Riser [Bid No. 27-08]; accept the only bid from Comark Building Systems in the amount of $109,995.00 for a modular building for the school base health center at West Monroe High School [Bid No. 30-08]; and accept the low bid meeting specifications from Ouachita Builder of Ouachita in the amount of $73,450.00 for a sidewalk awning at Riser School [Bid No. 20-08]. Motion carried unanimously. Susan Spence moved, seconded by John Russell, that the Board grant Purchasing Agent Bobby Jones permission to hire a company to dispose of surplus equipment. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Scott Robinson moved, seconded by A. R. Sims, that the Board grant permission to bid the following items: (1) a multi-purpose building at Riverbend Elementary with a budget of $1 Million to be funded through the West Ouachita Construction fund [Bid No. 34-08]; (2) a dressing room for girls softball at West Monroe High School with a budget of $125,000 to be funded through the West Ouachita Construction fund [Bid No. 35-08]; and (3) a scoreboard for Ouachita Parish High School with a budget of $150,000 to be funded through the East Side Bonds [Bid No., 36-08]. Sims, the Board unanimously approved the Agenda after adding the Business item - to discuss the former Claiborne Elementary School Buy/Sell Agreement. Board attorney Elmer Noah announced that the prospective buyer for the old Claiborne school property, Twist Realty of Dallas, has requested that the Board extend their deadline for closing on the property until Friday at noon, December 21, 2007, and recommended that the Board grant permission to extend the deadline. Whereby, Scott Robinson moved, seconded by Jerry Hicks, that the Board extend the Buy/Sell Agreement for the old Claiborne school property to Twist Realty until Friday, December 21, 2007. Upon completion of the transaction, the funds will be wired to attorney Elmer Noah’s escrow account for verification. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by A. R. Sims, that the Board accept the low bid of Ragan Builders in the amount of $998,500 (financed through the Westside Construction Funds) for renovations at Riser Middle School [Bid No. 27-08]. Motion carried unanimously, On motion by Jerry Hicks, seconded by Scott Robinson, the Board accepted the recommendation of Business Manager Richie Garrett and approved the low bid of Ray Anding Construction in the amount of $649,000 for renovations/classroom additions at West Ridge Middle School. Mr. Hicks further moved that action on this project is conditional and will proceed only if available funds are received at the time of execution of the agreement with Twist Realty on the sale of the old Claiborne school property [Bid No. 32-08].
