Request for Proposals for
21st Century Community Learning Centers Program
The proposal deadline date is by 2:00 p.m. on Friday, October 12, 2007. Eligible proposers will establish community learning centers, in partnership with local educational agencies, to provide students, particularly those who attend high-poverty and low-performing schools, with academic and enrichment opportunities to meet state and local academic achievement standards after school, as well as in the summer.

CDST, Monday, October 15, 2007. Sealed bids will be publicly opened and read aloud at that time. Any bids received after closing time will be returned to the bidder unopened.
The Contract Documents including complete plans and specifications may be examined and procured at the office of the Engineer, Harrison and Associates, Inc., Consulting Engineers & Land Surveyors, 200 Washington Street, 2nd Floor, Monroe, Louisiana. The Contract Documents will not be issued later than twenty-four (24) hours prior to the time set for opening the bids. A deposit of $50.00 shall be required for each set of Contract Documents. PUBLIC NOTICE
The Ouachita Parish School Board met in special session on Tuesday, August 21, 2007 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Lou St. Amant. There were none absent.
Board member “Red” Sims led the Pledge to the Flag.
Board member Scott Robinson gave the Invocation.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board unanimously approved the Minutes of August 7, 2007 as written.
On motion by Carey Walker, seconded by A. R. Sims, the Board approved the revised Agenda as presented, including the revisions since mailout. Motion carried unanimously.
Carey Walker moved, seconded by Lou St. Amant, that the Board approve the Personnel Agenda, excluding the appointment of the administrative position and including the changes since mailout. Motion carried unanimously.
Motion by Scott Robinson, seconded by John Russell, that the Board accept the recommendation of the Superintendent and appoint Janice Comeaux to the position of Principal of Crosley Elementary School (effective August 21, 2007), whereby replacing Tom Perry who is retiring. Motion carried unanimously.
Dr. Webber presented Tom Perry, former principal of Crosley Elementary School, with a special recognition award for his 39 years of dedicated service in the Ouachita Parish School System.
Concerned parent, Carol Caples, voiced her opposition to the School Based Health Clinic proposal at West Monroe High School.
School Based Health Clinic coordinator and nurse at Riser Middle School, Wendy Cranford, was invited to address questions of the Board concerning the School Based Health Clinic proposal for West Monroe High School as Business Manager Richie Garrett responded with facts about funding sources and costs in relation therefore.
Whereby, Scott Robinson moved, seconded by John Russell, that the Board accept the proposal as presented by Business Manager Richie Garrett to authorize acceptance of the grant for the School Based Health Clinic at West Monroe High School and to include funding for the building of the facility in the amount not to exceed $130,000, which is to be paid from the General Fund. Motion carried, with Carey Walker and A. R. Sims casting “no” votes.
Secondary Supervisor Randy Hammett presented a proposal to the Board for consideration regarding a supplemental pay increase for coaches and athletic directors. Whereby, Lou St. Amant moved, seconded by John Russell, that the Board grant a supplemental pay increase to coaches and athletic directors, including sponsors of groups that attend playoff games, i.e., cheerleaders and band will receive compensation each week for their participation, effective immediately. Motion carried, with Scott Robinson voting “no” and Mr. Sims abstaining.
Band Director Mark Walker addressed the Board with a proposal for the Board’s consideration to increase the stipend for band/orchestra directors. Whereby, Scott Robinson moved, seconded by, Jerry Hicks, that the Board grant a stipend increase to band/orchestra directors as proposed by Mr. Walker. Motion carried unanimously.
Scott Robinson requested to amend the original motions for clarification on coaches and band directors pay raises, seconded by Lou St. Amant. Whereby moving, with the understanding that these pay raises would take effect August 1, 2007. Motion passed unanimously.
Business Manager Richie Garrett offered a proposal to the Board asking them to contract with a check collection agency to recover debts owed to the district. Whereby, Jerry Hicks moved, seconded by Carey Walker, that the Board accept the recommendation of Business Manager Richie Garrett and grant permission to contract with TigerTranz to recover bad debts by collecting insufficient checks issued to the school system. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, A. R. Sims moved, seconded by Scott Robinson, that the Board adopt the resolution authorizing the millages (tax rates) levied on the 2007 tax roll on all property subject to taxation by the Ouachita Parish School Board as follows: Constitutional – 5.18 Mills; Maintenance & Operation – 24.15 Mills; and East Ouachita Bond – 30.00 Mills. Motion unanimously carried.
On the recommendation of Purchasing Agent Bobby Jones, Jerry Hicks moved, seconded by Lou St. Amant, that the Board grant permission to Purchasing Agent Bobby Jones to donate approximately 17,000 old OPSS books to school systems outside Ouachita Parish. Motion carried unanimously.
On the recommendation of Purchasing Agent Bobby Jones, Lou St. Amant moved, seconded by Carey Walker, that the Board grant permission to lease School Board property on Prairie Road to the Wildlife and Fisheries Commission for the purpose of managing the area from a wildlife perspective. Board attorney, Elmer Noah advised the Board to have the Wildlife and Fisheries Commission submit a lease similar to others previously used for this purpose. Motion carried unanimously.
Facilities/Safety Coordinator Kenneth Slusher reported that the punch list on the latest wing renovations at West Monroe High School is almost complete and should be finished within the next two weeks. The next phase is under permission to bid to renovate the old gym restrooms to include the parking lot by the band building and should go out for bid this week. The matching funds for the baseball field is scheduled to go out for bid next week.
On the recommendation of Facilities/Safety Coordinator Kenneth Slusher, Jerry Hicks moved, seconded by A. R. Sims, that the Board approve the low bid of $596,000 from Ray Anding Construction for the new freezer and warehouse expansion [Bid No. 8-08]. Motion carried unanimously.
On the recommendation of Facilities/Safety Coordinator Kenneth Slusher, Jerry Hicks moved, seconded by Scott Robinson, that the Board grant permission to bid the renovations of the old West Monroe High School gym with a budget amount of $2 million to be paid from the West Ouachita Construction Fund [Bid No. 21-08] and renovations/construction of the West Monroe High School baseball field with a budget amount of $350,000 to be paid from the matching funds budget and (West Ouachita Construction Fund) [Bid No. 22-08]. Motion carried unanimously.
The next meeting will be at 12:00 noon on Tuesday, September 11, 2007. Prior to the meeting, a public Budget Hearing will be held at 11:00 A.M. in the Boardroom of the Central Office.
There being no further business to be brought before the Board, Jerry Hicks moved, seconded by Mr. Sims, that the meeting adjourn. Motion carried unanimously.
