The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2006. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions: — Non-Detects (ND) — laboratory analysis indicates that the constituent is not present. — Parts per million (ppm) or Milligrams per liter (mg/L) — one part per million corresponds to one minute in two years or a single penny in $10,000. — Parts per billion (ppb) or Micrograms per liter (ug/L) — one part per billion corresponds to oneminute in 2,000 years, or a single penny in $10,000,000. — Parts per trillion (ppt) or Nanograms per liter (ng/L) — one part per trillion corresponds to oneminute in 2,000,000 years, or a single penny in $10,000,000,000. — Parts per quadrillion (ppq) or Picograms per liter (pg/L) — one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000. — Picocuries per liter (pCi/L) — picocuries per liter is a measure of the radioactivity in water. — Millirems per year (mrem/yr) — measure of radiation absorbed by the body. — Million fibers per liter (MFL) — million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. — Nephelometric Turbidity Unit (NTU) — nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. — Variances & Exemptions (V&E) — State or EPA permission not to meet MCL or a treatment technique under certain conditions. — Action level (AL) — the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. — Treatment technique (TT) — a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. — Maximum contaminant level (MCL) — the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology. — Maximum contaminant level goal (MCLG) — the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety. — Maximum residual disinfectant level (MRDL) — The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. — Maximum residual disinfectant level goal (MRDLG) — The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. It is possible that lead levels at your home may be higher than at other homes in the community as a result of materials used in your home`s plumbing. If you are concerned about elevated lead levels in your home`s water, you may wish to have your water tested and flush your tap for 30 seconds to 2 minutes before using tap water. Additional information is available from the Safe Drinking Water Hotline (800-426-4761). Some people who drink water containing trihalomethanes in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk for infections. These people should seek advice about drinking water from their health care providers. BE IT RESOLVED, by the Police Jury of the Parish of Ouachita, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”) that: SECTION 1. Election Call. Shall the Ouachita Parish Police Jury, as governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”), be authorized to levy a special tax of eight and six tenths (8.6) mills on all property subject to taxation in said Parish for a period of five (5) years, beginning with the year 2007, and ending with the year 2011, for the purpose of improving, maintaining, operating and equipping the Ouachita Correctional Center, and, shall said Parish be further authorized to levy a special tax of six tenths mils (0.6 mils) on all property subject to taxation in said Parish for a period of five (5) years, beginning with the year 2007, and ending with the year 2011, for the purpose of making major improvements, repairs and/or renovations to the existing Ouachita Correctional Center buildings and structures together with the necessary equipment, furnishings and financing therefore? It is estimated (as of the date of this proposition) that the amount reasonably expected to be collected from the levy of the 8.6 mils tax above for the first year will be approximately $6,168,858, and the amount reasonably expected to be collected from the levy of the 0.6 mils tax above for the first year will be $430,385. SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in The Ouachita Citizen, a weekly newspaper of general circulation within the Parish, published in West Monroe, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less that forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full. SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Meeting Room, Second Floor, Ouachita Parish Courthouse, 300 St. John Street, Monroe, Louisiana, on MONDAY, AUGUST 6, 2007, at SIX THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. SECTION 4. Polling Places. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on August 6, 2007,, as provided in Section 3 hereof. All registered voters in the Parish are entitled to vote at the special election, and voting machines shall be used. SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized empowered and directed to take and all further action required by State and/or Federal law to arrange for the election, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Voting Rights Act of 1965, as amended. SECTION 7. Furnishing Election Call To Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Ouachita Parish and the Registrar of Voters of Ouachita Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law. SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for herein.
