OUACHITA PARISH SCHOOL BOARD MINUTES
 The Ouachita Parish School Board met in regular session on Tuesday, March 13, 2007, at six (6:00) o'clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Phillip Odom. There were none absent.
Board member Jerry Hicks led the Pledge to the Flag.
President Jack White invited everyone to join him in the Lord’s Prayer.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board unanimously approved the Minutes of February 28, 2007 as written.
Upon motion by Phillip Odom, seconded by A. R. Sims, the Board approved the revised Agenda as submitted. Motion carried unanimously.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board approved the revised Personnel Agenda as presented including the changes since mailout. Motion carried unanimously.
Prior to the Board meeting, special recognitions were conducted at the Media Center. Testing Supervisor June Poole, Communication Specialist Aline Smead and Dr. Webber honored the best academic students scoring Advanced in all four core subject areas of the iLEAP test with Achievement Awards. The 500 Club members were also presented Achievement Certificates for their perfect score of 500 in one or more subjects of the iLEAP test.
Cliff Thomas, a contractor with the Louisiana Office of Public Health Tobacco Control Program, as well as a representative with Empowering Communities of America, Inc., briefed the Board with information and handouts concerning the “new” Louisiana Clean-Air Act 815 as it relates to the School Board.
Testing Coordinator June Poole presented the 2007-2008 Ouachita Parish School Board calendar for the Board’s consideration. Whereby, Mr. Sims moved, seconded by Carey Walker, that the Board adopt the 2007-2008 school calendar as presented. Motion carried unanimously.
Shady Grove Elementary principal Ronnie Harrison expressed his concerns regarding overcrowded conditions on his school buses and unfair assignments of buses. He pointed out that his school had fewer buses than other schools with the same enrollment and was particularly concerned about double runs. Transportation Supervisor Prentiss Boyd supported his decision not to add another bus with picture evidence of each bus load. Mr. Boyd supplied figures to the Board comparing Shady Grove’s enrollment with other schools and concluded that an additional bus was not needed at this time. In the final analysis, the Board instructed the Transportation Department to monitor each bus load daily for a week before making a determination as to the need of an additional bus. 
John Russell requested the Board’s permission to purchase approximately 26 acres of land for the future site of Richwood Junior High at $15,000 per acre. Following much discussion, Reverend Russell tabled his request and asked that Special Projects and Safety Coordinator Kenneth Slusher renegotiate the land purchase with the land owner and bring back to the Board for reconsideration at the next meeting.
Special Projects and Safety Coordinator Kenneth Slusher, announced that West Monroe High School construction projects were on schedule and the roofing project at Swartz Upper will be ready to start as soon as school is out.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board granted permission to bid the purchase of 15 school buses [Bid No. 33-07]. Motion carried unanimously.
The next Board meeting is scheduled for March 27, 2007 at twelve (12:00) noon.
There being no further business to be brought before the Board, Jerry Hicks moved, seconded by A. R. Sims, that the meeting adjourn. Motion carried unanimously.

NOTICE
COMPETITIVE CIVIL SERVICE EXAMINATION
FOR OUACHITA PARISH FIRE PROTECTION DISTRICT NO. 1
A written examination will be given in approximately ninety (90) days on a competitive basis to approve applicants for the purpose of placing names on the competitive employment list for the class of Fire Records Clerk in accordance with provisions of the Municipal Fire and Police Civil Service Law and the rules of the Ouachita Parish Fire Protection District No. 1 Civil Service Board.
Application forms may be picked up during regular business hours from the Fire Chief’s Office, Ouachita Parish Fire Department, 1000 New Natchitoches Rd, West Monroe, La. 71292. (Office hours are 8:00 AM-4:00 PM, Monday through Friday).
Completed applications will be accepted at the above-mentioned office, at the address listed above from March 26, 2007 through April 25, 2007, 4:00 pm.
Approved applicants will be notified of the exact date, time and location of the examination at least five days prior to the examination date.
QUALIFICATION REQUIREMENTS
Unless otherwise specified, all requirements must be met by the filing deadline for application for admission to the examination.
Must meet all requirements of the Municipal Fire & Police Civil Service Law, including being a citizen of the United States and passing a civil service examination for the position. After offer of employment, but before beginning work in this class, must pass a physical examination, the selection and administration of which shall be authorized by the Appointing Authority, designed to demonstrate good health and physical fitness sufficient to perform the essential duties of the position, with or without accommodations. Must have a high school diploma or a valid certificate of equivalency issued by a State Department of Education. Must not be less than eighteen (18) years of age.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MONDAY, JANUARY 8, 2007 AT SIX THIRTY-ONE (6:31) P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in regular and legal session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana, on Monday, January 8, 2007 at 6:31 p.m. and was duly convened by Mr. Walt Caldwell, IV, President, who stated that the Police Jury was ready for the transaction of business.
Mr. Caldwell welcomed everyone to the Police Jury meeting.
Invocation was given by Mr. Brad Cammack. Pledge of Allegiance to the Flag was led by Mr. Brad Cammack.

Mr. Calhoun nominated Mr. Walt M. Caldwell, IV as President and nominated Mr. Dorth Blade as Vice President of the Ouachita Parish Police Jury for the year 2007.
Motion was offered by Mr. Hargrove, seconded by Mr. Dawson to close the nominations.
Motion adopted. No opposition.
Mr. Caldwell and Mr. Blade were declared as President and Vice President of the Ouachita Parish Police Jury for the year 2007, by affirmation.

The President CONVENED a Public Hearing on the proposed revocation of a sixty (60’) foot right-of-way in Section 11, T18N, R2E, known as “Johnson Road Extension.”
Mr. Hargrove stated that in the interest of insuring that all of the property owners have received notice and have had ample opportunity to voice an opinion, he would not offer Ordinance No. 8859 for final adoption at this meeting.
No one appeared to speak on behalf of or against the proposed revocation.

Mr. Dozier spoke regarding a request to purchase a vehicle that is budgeted for. Mr. Dozier stated that he had found a Ford Explorer for the price of $20,769.85.
After discussion, motion was offered by Mr. Hargrove, seconded by Mr. Dawson to approve the purchase of a 2007 Ford Explorer in the amount of $20,769.85 under Alexandria Contract #1482, Line #11 for Homeland Security & Emergency Preparedness Agency.
Motion adopted. No opposition.
Mr. Dozier spoke regarding a travel request to Anniston, Alabama at the Center for Domestic Preparedness, Department of Homeland Security Training Center to attend a workshop for Pandemic Influenza Planning and Preparedness.

RESOLUTION NO. 07-05
A RESOLUTION EXPRESSING THE OUACHITA PARISH POLICE JURY’S SUPPORT OF BAYOU WOOD PRODUCTS INC.’S REQUEST FOR FINANCIAL ASSISTANCE THROUGH THE UNITED STATES DEPARTMENT OF AGRICULTURE RURAL DEVELOPMENT BUSINESS-COOPERATIVE SERVICES; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, Bayou Wood Products, Inc. is an established employer located in the unincorporated area of Ouachita Parish, Louisiana;
WHEREAS, Bayou Wood Products, Inc. has or will submit an application to the United States Department of Agriculture (USDA) Rural Development Business-Cooperative Services seeking financial assistance for a proposed $5 million expansion of Bayou Wood Products, Inc.’s Ouachita Parish facility which will secure existing jobs and result in the creation of approximately fifteen (15) new permanent jobs;
WHEREAS, local government’s approval and support of such projects is considered by the USDA in its review of requests for financial assistance; and,
WHEREAS, the Ouachita Parish Police Jury finds that the expansion of local businesses and employers such as Bayou Wood Products, Inc. is vital to economic development in Northeast Louisiana and is in the best interest of the citizens of Ouachita Parish;
NOW, THEREFORE:
BE IT RESOLVED, that the Ouachita Parish Police Jury in regular and legal session does hereby express its support of Bayou Wood Product, Inc.’s proposed expansion and its application for financial assistance from the United States Department of Agriculture (USDA) Rural Development Business-Cooperative Services.

WHEREAS, Brian Marks has expressed a desire to serve on the West Ouachita Industrial District Advisory Board;

Motion was offered by Mr. Caldwell, seconded by Mr. Dawson to approve the Service Contract Amendment between the Ouachita Parish Police Jury and the State of Louisiana, Department of Social Services, Office of Family Support (LaJET Program), and to authorize the President to sign the document.

Mr. Blade asked Mr. Cammack to speak regarding invoices that were due for professional services rendered for the FY 2001 LCDBG Program Sewer Improvements to Ingleside Sewer District.
After discussion, motion was offered by Mr. Blade, seconded by Mr. Dawson to approve payment of invoice numbers 362-2 in the amount of $17,010.00 and 362-3 in the amount of $2,079.00 to Oliver Schulz & Associates for professional services rendered for the FY 2001 LCDBG Program Sewer Improvements to Ingleside Sewer District.
Mr. Caldwell commended Mr. Blade, Mr. Calhoun, and Mr. Dawson for their efforts in the Ingleside Sewer District matter.
Motion adopted. Ms. Golden opposed.

A RESOLUTION APPOINTING ARTIS WILSON TO THE BOARD OF COMMISSIONERS OF GREEN ACRES SEWER DISTRICT NO. 13; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, there exists a vacancy in the Board of Commissioners of Green Acres Sewer District No. 13;
WHEREAS, Artis Wilson has expressed a desire to serve on said Board of Commissioners for Green Acres Sewer District No. 13;
NOW, THEREFORE:

Mr. Brad Cammack spoke regarding the increase in rate of pay for off-duty Sheriff’s personnel.
After discussion, motion was offered by Mr. Hargrove, seconded by Mr. Caldwell to direct Mr. Cammack to write the checks in the amounts in accordance with what the Sheriff has established as a charge, until further notice from the Police Jurors.

Mr. Cammack spoke regarding the Annual Police Jury Convention on Thursday, February 22, 2007 through Saturday, February 24, 2007. Mr. Caldwell asked that Mr. Calhoun, Mr. Blade, and Mr. Dawson attend the Convention on the Police Jury’s behalf.

WHEREAS, in order to comply with La. Acts 12 (1st Ex. Sess. 2005) the Ouachita Parish Police Jury adopted Ordinance Number 8862 adopting state-mandated building codes and providing for the administration of compliance with such codes; and,
WHEREAS, Ordinance Number 8862 requires the Ouachita Parish Police Jury to establish a schedule of fees for the permits and services provided through the Ouachita Parish Code Administration Office in connection with the administration and enforcement of the state-mandated building codes;
NOW, THEREFORE:
BE IT RESOLVED that in accordance with Ordinance Number 8862 the Ouachita Parish Police Jury in legal and regular session does hereby adopt the “Building Permit Fee Schedule” attached hereto and made a part hereof as Exhibit “A”;
BE IT FURTHER RESOLVED, that the “Building Permit Fee Schedule” attached hereto and made a part hereof as Exhibit “A” shall be considered to be in effect as of January 1, 2007, and shall remain in effect until such time as it is revoked, amended or replaced by action of the Ouachita Parish Police Jury.
The above Resolution was adopted on the 8th day of January, 2007. Mr. Hargrove abstained.
Mr. John Tom Murray requested approval to purchase a vehicle for the Permit Office with costs not to exceed $19,000.00.
Motion was offered by Mr. Hargrove, seconded by Mr. Calhoun to approve the request to purchase a vehicle for the Permit Office in an amount not to exceed $19,000.00, subject to following all procurement procedures, and to authorize Mr. Murray to move forward with the purchase.
Motion adopted. No opposition.
Mr. Caldwell extended an invitation for public participation.
Mr. James Poe, 121 Camp Drive, West Monroe, requested information on permits and inspections.
Mr. Steve Wells spoke regarding permits and inspections.
Ms. Virginia Burton, 582 Rowland Road, Monroe, spoke regarding the flooding of ditches in District E.
There being no further business to come before this meeting, motion was offered by Mr. Dawson, seconded by Mr. Hargrove to adjourn.
Motion adopted. No opposition.
The meeting was adjourned at 7:15 p.m.
