“We are required to monitor your drinking water for disinfection byproducts (total trihalomethanes [TTHMs] and Haloacetic acids-five [HAA5]) every calendar quarter. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During the monitoring period of May 1, 2006 thru October 31, 2006, the Lakeshore-Swartz Water System did not monitor for total trihalomethanes (TTHMs) and haloacetic acids-five (HAA5), and therefore we cannot be sure of the quality of your drinking water during that time. Please share this information with other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
This violation occurred because of the failure to collect the required samples for total trihalomethanes (TTHMs) and haloacetic acids-five (HAA5) from the water system’s distribution system.”
Necessary action has been taken to prevent this violation from recurring.
The North Monroe Water System began monitoring for TTHMs and HAA5 in March 2004. Since this monitoring began the Lakeshore-Swartz Water System test results have never been above the maximum contaminate levels (MCLs) for TTHM’s or HAA5s.
The most recent tests that were taken on February 14th 2007 indicated TTHMs of 31 ppb and HAA5s of 19 ppb. The MCL for TTHMs is 80 ppb and the MCL for HAA5 is 40 ppb. This notice was sent because one (1) sample set was not taken between May 1, 2006, and October 31, 2006, not for an exceedance in maximum contaminate levels.

PUBLIC NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, February 6, 2007 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Phillip Odom. There were none absent.
Board member A. R. Sims led the Pledge to the Flag.
Board member Scott Robinson gave the Invocation.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board unanimously approved the Minutes of January 16, 2007 as written.
Upon motion by Jerry Hicks, seconded by A. R. Sims, the Board approved the revised Agenda after amending to add under Permission to Bid, The Repair of Ouachita Parish High School Stadium Structure. Motion carried unanimously.
Mr. Sims moved, seconded by Carey Walker, that the Board approve the amended Personnel Agenda as presented including the changes since mail-out. Motion carried unanimously.
Communication Specialist Aline Smead introduced West Ridge Middle School art instructor, Michaele Price, who announced the student “Art Quest” logo contest winners. Kristen Roberson of Good Hope Middle was the Elementary/Middle School winner, while Jamie Meredith of West Ouachita, captured the overall and 1st place high school award. Both received awards of $50.00 and $100.00, respectively from their schools. The Superintendent presented certificates of achievement awards on behalf of the Board.
On behalf of the School Board, Mickey Merritt, principal of West Ouachita High School, accepted a certificate of recognition from Dr. Webber in honor of his school’s success. West Ouachita High School was chosen by the State Department of Education as one of only twelve Louisiana schools that significantly narrowed the achievement gap between higher and lower performing student groups during the 2003, 2004 and 2005 school years.
Special acknowledgement was given to West Monroe High School teacher, Philip Keifenheim, for his recent heroic efforts in saving a life. While traveling down the interstate, Mr. Keifenheim came upon an accident and stopped to help. He saw a young lady trapped in the car and pulled her out to safety. Shortly after, the car exploded into flames. Dr. Webber remarked that he has no doubt Mr. Keifenheim saved her life. Thus, Dr. Webber felt the need to honor him for his heroism in the face of danger with a certificate of recognition on behalf of the Board.
Bus driver, Carolyn Cornwell, requested the Board to include bus drivers in the School Board policy that gives all support employees, except certified personnel, bus drivers, supervisors and the Superintendent, with twenty-five or more years of employment, a ten (10%) percent raise at the end of their last year of employment. Whereby, Mr. Sims moved, seconded by Jerry Hicks, that the Board amend the School Board policy that grants support employees a ten (10%) percent raise with twenty-five or more years of service at the time of their retirement, to include bus drivers, effective today, February 6, 2007. Motion carried unanimously.
Roy Johns, Chairman of the Military and Aviation Museum, addressed the Board with a request to proceed with the bid award for the museum’s construction renovations. Whereby, Carey Walker moved, seconded by Phillip Odom, that the Board approve the bid of Ray Anding Construction [Bid No. 24-07] in the amount of $219,800 for Phase II of the renovations/construction project at the Military and Aviation Museum, subject to the approval of the State Facilities Planning Committee. Motion carried unanimously.
Jerry Hicks discussed the possibility of the Board funding a bus turnaround on private property due to hazardous conditions. The site is located at the end of Washington Street and continues to Cheniere Lake to the spillway in West Monroe. Mr. Hicks stated that he is very concerned about the dangerous deep ditches on each side of the road crossing the lake. The school bus crosses the lake road four times a day and constructing a turnaround would eliminate these trips, which warrants a closer look at the situation. According to Mr. Hicks, the property owner is allowing the construction of a turnaround, including a lifetime easement. After contacting the proper authorities in the area for financial assistance, Mr. Hicks commented that he has had no positive response. Cost for the turnaround is estimated at $10,000 or less. The Board took no action on the matter at this time. However, Board attorney Elmer Noah suggested submitting a request for an advisory opinion from the Attorney General on the issue since the property owner is a support employee of the School Board.
Heavy textbooks students carry and teachers assigning too much homework were two concerns Mr. Sims expressed. In response to Mr. Sims’ remarks, Dr. Webber stated that he plans to address these issues at his next administrators meeting.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board granted permission to bid piano labs for all high schools that want them. Motion carried unanimously.
On motion by A. R. Sims, seconded by John Russell, the Board granted permission to bid the purchase of pianos for all high school piano labs, if the principals want them, and include, under Permission to Bid, a piano for the West Ouachita High School auditorium. Motion carried unanimously.
Reverend Russell postponed action on his proposal to purchase land for a junior high school in the Richwood area until further evaluations are conducted.
On motion by A. R. Sims, seconded by Scott Robinson, the Board granted the matching funds request of Pinecrest School in the amount of $4,950.00 for capital projects consisting of a one-fourth (¼) mile asphalt walking track 5 feet wide and a 20’x 20’ asphalt pad for the Pre-K playground as they met all requirements for matching funds. Motion carried unanimously.
Francis Huffman with Luffey, Huffman and Monroe, APAC presented a favorable 2005-06 Ouachita Parish School Board Audit Report. Upon completing his report, Mr. Huffman presented the Business Department with two Certificates of Excellence in Reporting from the GFOA (Government Finance Officers Association of the United States and Canada) and ASBO (Association of School Business Officials) in recognition of their excellent financial reporting.
Upon motion by Phillip Odom, seconded by Carey Walker, the Board amended the Superintendent’s extended two-year contract to include an annual four (4%) percent pay raise, commencing with the term of the new extended contract on January 1, 2009. The two additional years added during last month’s meeting originally did not include the annual pay raise.
Mr. Robinson voiced his concerns and the following roll call vote on Mr. Odom’s motion to amend the Superintendent’s extended contract to include the annual pay raise was recorded: Scott Robinson, no; A. R. Sims, yes; Jerry Hicks, yes; Jack White, yes, John Russell, yes; Carey Walker, yes; and Phillip Odom, yes. Motion carried, with six (6) “yes” votes and one (1) no vote.
Special Projects and Safety Coordinator Kenneth Slusher presented the Board with a construction estimate for filling in a ditch between West Monroe High School and the Ouachita Parish Alternative Center. An engineering firm, Lazenby & Associates, Inc, performed a total cost study of the plan and supplied the figures that contained two alternates with an estimated total cost of each to completely fill in the ditch across the entire property. Whereby, Jerry Hicks moved that the Board advertise for bids to fill in the ditch at West Monroe High School to see what it would cost. At this point, attorney Elmer Noah cautioned the Board regarding new revisions in the bid law issued by the Attorney General’s office warning against this practice. According to Mr. Noah, the Board would have to commit to the bid if the low bid meets specifications, unless the cost comes in over the budgeted amount. After discussion, Mr. Hicks withdrew his motion and tabled the matter to be considered at the next meeting.
On the recommendation of Special Projects and Safety Coordinator Kenneth Slusher, Jerry Hicks moved, seconded by Phillip Odom, that the Board accept the low bids meeting specifications from the following: 1. Ray Anding Construction in the amount of $24,748.00 for a sound booth at West Monroe High School’s auditorium [Bid No. 12-07]; 2. Central Roofing for new roofs at West Monroe High School’s gym, library and additions in the amount of $376,630.00 [Bid No. 19-07]; 3. Hotel Restaurant & Supply for a freezer at Woodlawn in the amount of $28,290.00 [Bid No. FS-16]; 4. Buckelews, Hotel Restaurant & Supply and LA Food Service Equipment for large cafeteria equipment in the total amount of $251,823.00 [Bid No. FS-17]; 5. Kirby for small cafeteria equipment in the total amount of $58,593.40 [Bid No. FS-18]; and 6. table the (HVAC) air conditioning project at the old gym at West Monroe High School [Bid No. 2-07] until an ethics problem can be worked out. Mr. Slusher announced that, potentially, an emergency meeting may have to be called before the time limit expires to accept this bid. Motion carried unanimously.
Scott Robinson moved, seconded by Carey Walker, that the Board accept the high bid of $1.626 million from Twist Realty [Bid No. 20-07] for the sale of the “old” Claiborne Elementary School located on Cypress Street in West Monroe.
Before accepting the bid from Twist Realty to purchase Claiborne, a substitute motion was offered by Mr. Sims, seconded by Jerry Hicks, to move the School Board Central Office operations to the “old” Claiborne Elementary School site.
At this time, Scott Robinson called for a vote on Mr. Sims motion and the following roll call vote was recorded: Scott Robinson, no; A. R. Sims, yes; Jerry Hicks, abstained; Jack White, no; John Russell, no; Carey Walker, no; and Phillip Odom, no. Motion failed with five “no” votes, one (1) abstention and one (1) “yes” vote.
Subsequently, Jerry Hicks moved to amend the agenda to add moving the School Board Central Office operations to the former Richardson Junior High School. Motion failed for lack of a second.
Mr. Robinson further moved to amend his original motion, seconded by Jerry Hicks, to include that proceeds from the sale be used to construct additional classrooms at Woodlawn, “new” Claiborne, Kiroli, Drew and West Ridge schools in addition to the Board’s acceptance of the bid of $1.626 million from Twist Realty in Dallas, TX, for the purchase of the “old” Claiborne school.
Whereby, Carey Walker offered a substitute motion, seconded by Phillip Odom, to deposit the proceeds into the General Fund upon the sale of the former Claiborne school.
The following roll call vote to Mr. Walker’s substitute motion was recorded: Scott Robinson, no; A. R. Sims, no; Jerry Hicks, no; Jack White, no; John Russell, no; Carey Walker, yes; and Phillip Odom yes. Motion failed, with five “no” votes and two (2) “yes” votes.
The following roll call vote on Mr. Robinson’s amended original motion to include that proceeds from the sale of Claiborne be used for additional classrooms at Woodlawn, “new” Claiborne, Kiroli, Drew and West Ridge schools in addition to accepting the bid from Twist Realty for the sale of the “old” Claiborne Elementary School was recorded: Scott Robinson, yes; A. R. Sims, yes; Jerry Hicks, yes; Jack White, yes; John Russell, yes; Carey Walker, no and Phillip Odom, no. Motion carried, with five (5) “yes” votes and two (2) “no” votes.
On the recommendation of Special Projects and Safety Coordinator Kenneth Slusher, Phillip Odom moved, seconded by Carey Walker, that the Board grant permission to bid toilet paper [Bid No. 27-07] and structure repair of the stadium at Ouachita Parish High School. Motion carried unanimously.
The next meeting will be held at 12:00 noon on February 28, 2007.
There being no further business to be brought before the Board, A. R. Sims moved, seconded by Phillip Odom, that the meeting adjourn. Motion carried unanimously.

Eligible proposers will provide coordination and training that builds capacity in Positive Behavior Support (PBS) within LEAs and across LEAs through the establishment of coalitions of LEAs across Louisiana. The contractor will deliver training that develops trainers at the local levels and facilitates coalitions between LEAs in which there is a sharing of resources and costs to address agreed upon needs from participating LEAs.

NOTICE hereby is given by the Mayor and Board of Aldermen of the City of West Monroe, Louisiana, in accordance with Louisiana Revised Statutes, Title 33, Section 4712, that the proposed Ordinance 3645 attached hereto as Exhibit "A" was introduced at the regular meeting of the Mayor and Board of Aldermen of the City of West Monroe, Louisiana, on the 13th day of February, 2007, and will be considered for adoption at the regular meeting of the Mayor and Board of Aldermen on the 13th day of March, 2007, at 7:00 P.M., City Council Chambers, West Monroe, City Hall, 2305 North Seventh Street, West Monroe, Louisiana. Any opposition to the proposed ordinance must be in writing, filed with the City Clerk within 15 days of the first publication of this Legal Notice. A public hearing will be held on any such written opposition at the time, date and place set forth above for the consideration of the adoption of the proposed Ordinance.

AN ORDINANCE AUTHORIZING THE CITY OF WEST MONROE, LOUISIANA TO SELL CERTAIN DESCRIBED MOVABLE PROPERTY WHICH IS NOT NEEDED FOR ANY PUBLIC PURPOSE BY THE CITY OF WEST MONROE, LOUISIANA TO THE TOWN OF BERNICE, AND OTHERWISE PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of West Monroe, Louisiana, owns certain movable property which is not needed for public purposes, and
WHEREAS, the Town of Bernice wishes to acquire such items for a price which is fair and reasonable, and which sale would be beneficial to the City of West Monroe and its residents.
NOW, THEREFORE:
SECTION 1. BE IT ORDAINED by the Mayor and Board of Aldermen of the City of West Monroe, Louisiana, in regular and legal session convened, that the City of West Monroe, Louisiana is hereby authorized to sell certain movable property which is not needed for any public purpose by the City of West Monroe, Louisiana, which property is more particularly described as follows, to wit:
Motorola Radius CM 300 (1)
Motorola Radius M1225 (3)
(The above in "as is" condition) to the Town of Bernice for the cash sum of ONE THOUSAND, TWO HUNDRED AND NO/100 ($1,200.00) DOLLARS.
SECTION 2. BE IT FURTHER ORDAINED by the Mayor and Board of Aldermen of the City of West Monroe, Louisiana, in regular and legal session convened, that Dave Norris, Mayor of the City of West Monroe, Louisiana, be and he is hereby authorized to execute a Bill of Sale on behalf of the City of West Monroe, Louisiana, reflecting the price and terms set forth above, and to take any other action or execute any and all other documents deemed by him either necessary or appropriate in order to transfer the above described movable property, all as set forth above.
SECTION 3. The above ordinance was introduced on February 13, 2007, in legal session convened; notice of this ordinance was published three times in fifteen (15) days, one week apart, as required by R.S. 33:4712; no opposition being filed, it is considered by sections, voted on by yea and nay vote, passed and adopted in legal session convened this 13th day of March, 2007, with the final vote being as follows:

NOTICE
Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and Rules and Regulations. This includes, but is not limited to, reporting of cotton acreage and paying of assessments by July 15 of each crop year, and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, P.O. Box 3596, Baton Rouge, LA 70821-3596, telephone number (225) 952-8105.
Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C). To request a waiver, submit a written application to the Department of Agriculture and Forestry, at the address provided in this notice, stating the conditions under which such written waiver is requested.
