Notwithstanding any other provision of this chapter, activities with a duration of five (5) days or less and which are conducted at or upon the grounds of any city facility or recreational area, including but not limited to the Ike Hamilton Expo Center, the West Monroe Convention Center, the West Monroe Recreational Complex, Kiroli Park and Lazarre Point Recreation Area, and which involve either conducting an event, or which involve an activity operating in conjunction with a larger event, which event has rented or leased all or a portion of either of such facilities or areas shall be considered as an activity which is not required to obtain an occupational license for activities within the city during such time period. SECTION 2. BE IT FURTHER ORDAINED, by the Mayor and Board of Aldermen of the City of West Monroe, Louisiana, that this Ordinance and its provisions are to be construed to be severable in regards to any of its provisions, portions or parts, and that in the event any part or portion or provision of this Ordinance should be held invalid, then in such event, such invalidity shall not affect any other provisions, portions, or parts which can be given effect without the invalid provision, and this Ordinance and the provisions of the Section above are hereby declared severable.
