SECTION 1. BE IT ORDAINED by the Mayor and Board of Aldermen of the City of
West Monroe, Louisiana, in regular and legal session convened, that Dave Norris, Mayor of theCity of West Monroe, Louisiana, be and he is hereby authorized and directed to enter into thatRight-Of-Way Instrument with Entergy Louisiana, Inc., to provide certain electric service along Mane Street, West Monroe, Louisiana, all as more fully set forth in that right-of-way instrument attached hereto as Exhibit "A".

Other Business: Alana Cooper reported that Roy Johns, of the Aviation & Military Museum of Louisiana, submitted an invoice in the amount of $9,828.75 for payment on the cooperative endeavor agreement for construction of the Aviation and Military Museum. She reported that the Museum has a cooperative endeavor agreement in the amount of $49,317.98 and a tourism development grant in the amount of $10,000.00. She asked the board to approve which fund to use first.
It was moved by Sue Edmunds and seconded by Gretchen Kovac to leave which fund to use first to the discretion of the executive director. Motion carried by a vote of seven (7) affirmative votes to zero (0) negative votes.

We are pleased to present to you this year's Annual Water Quality Report. This report is designed to inform you about the quality water and services we deliver to you every day. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and to protect our water resources. We are committed to ensuring the quality of your water. Our water sources are 6 wells.
As of February 14, 2002, the city has a source water protection plan available from our office that provides more information such as potential sources of contamination to the water supply. The assessment includes a delineated area around our wells, or intakes, through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. The Wellhead Protection Program has been approved by the Louisiana Department of Environmental Quality.
We are pleased to report that our drinking water is safe and meets federal and state requirements, with the exception of total trihalomethanes. A separate report is enclosed for your review. If you have any questions about this report or concerning your water utility, please contact Terry Emory, Environmental Quality Manager, at (318) 325-0496. We want our valued customers to be informed about their water utility. If you want to learn more, please attend any of our regularly scheduled meetings. They are generally held monthly, and you can call us at the above telephone number for a specific date and time.
The Louisiana Department of Health / Office of Public Health routinely monitors for constituents in your drinking water according to federal and state laws. The following table shows the results of our monitoring for the period of January 1 to December 31, 2005. All drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some constituents. It is important to remember that the presence of these constituents does not pose a health risk.

There were no positive nitrate or bacteria samples during the monitoring period of January 1st to December 31st, 2005. Our water system tested a minimum of 15 monthly samples in accordance with the Total coliform rule for microbiological contaminants. During the period covered, we had no positive samples(MCLG: 0; major source: naturally present in the environment.) In this table you will find many terms that you may not be familiar with. To help you better understand these terms we have provided the following definitions:
Non-Detects (ND) – laboratory analysis indicates that the constituent is not present.
Parts per million (ppm) or Milligrams per liter (mg/l) – one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/l) – one part per billion corresponds to one minute in two thousand years, or a single penny in $10,000,000.
Picocuries per liter (pCi/l) – is the measure of radioactivity in water.
Millirems per year (mrem/yr) – is the measure of radiation absorbed by the body.
Million fibers per liter (MFL) – is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) – is a measure of the clarity of the water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances and Exemptions (V & E) – State or EPA permission not to meet an MCL or a treatment technique under certain conditions.
Action Level - is the concentration of a contaminant which, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment Technique (TT) – is a required process intended to reduce the level of a contaminant in drinking water.
Maximum Contaminant Level Goal – The "Goal" (MCLG) is the level of a contaminant in drinking water below which there is

No known or expected risk to health. MCLGs allow for a margin of safety.
Maximum Contaminant Level – The "Maximum Allowed" (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
During the period covered by this report we had four violations of drinking water regulations for 2005 for TTHMs. (3/31/05, 6/30/05, 9/30/05, 12/31/05) We detected the other contaminants listed in the table, but they were at levels below the maximum contaminant level. Additionally, we wish to inform you that these samples, except for lead and copper results, were collected at our individual sources and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. The last chemical sampling of our source water was collected on February 15, 2005. Some people may be more vulnerable to contaminants in drinking water than the general population. Immunocompromised persons, such as those with cancer, undergoing chemotherapy, having undergone organ transplants, with HIV/AIDS or other immune system disorders, and some elderly and infants can be particularly at risk from infections. These people should seek advice from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline at 800-426-4791. Doyle Jeter requested the board's financial support of the Festival.
The board discussed the fact that since the City of Monroe will not be hosting the Louisiana Folklife Festival anymore that the dedicated funds of $20,000.00 for advertising the Festival be undedicated.
It was moved by William Krutzer and seconded by Ford Lensing that the dedicated funds of $20,000.00 for advertising the Louisiana Folklife Festival be undedicated. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.
Official Journal: The board reviewed two (2) proposals to serve as the Official Journal of the Convention & Visitors Bureau.

Jerry Edmondson reported that after reviewing the financial reports, the committee recommended to paying the remaining 25% withheld from the grant until 60 days after completion of the event.
It was moved by Jerry Edmondson and seconded by William Krutzer to pay the remaining 25% of the Tourism Development Grant to the South Central Regional Music Conference in the amount of $1,950.00 and the Twin City Ballet Company in the amount of $2,000.00. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.
Nominating Committee: William Krutzer reported that due to the lack of a quorum, there is no report from the nominating committee.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'medium'. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2005. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions:
Non-Detects (ND) - laboratory analysis indicates that the constituent is not present.
Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/L) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Parts per trillion (ppt) or Nanograms per liter (ng/L) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
Parts per quadrillion (ppq) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000.
Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.
Millirems per year (mrem/yr) - measure of radiation absorbed by the body.
Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
Variances & Exemptions (V&E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
During the period covered by this report we had the below noted violations of drinking water regulations.
In the table below, we have shown the regulated contaminants that were detected at levels BELOW their maximum contaminant level. These samples, except for Lead and Copper results and surface water systems, were collected at the raw water source and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. The last chemical sampling of our source water was collected on Friday,
March 18, 2005. Chemical Sampling of our drinking water may not be required on an annual basis, therefore, information provided in this table refers back to the latest year of chemical sampling results.
Our water system tested a minimum of 3 monthly sample(s) in accordance with the Total Coliform Rule for microbiological contaminants. During the monitoring period covered by this report, we had the following noted detections for microbiological contaminants:

Some people who drink water containing trihalomethanes in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer.
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk for infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA.
In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, JULY 18, 2006, upon the application of BURLINGTON RESOURCES OIL & GAS, L.P.
At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Hosston Formation, Reservoir D and the Cotton Valley Formation, Reservoir A, in the Cheniere Creek Field, Ouachita Parish, Louisiana.
1. To create four (4) additional drilling and production units for the exploration for and production of gas and condensate from the Hosston Formation, Reservoir D.
2. To create four (4) additional drilling and production units for the exploration for and production of gas and condensate from the Cotton Valley Formation, Reservoir A.
3. To force pool and integrate all separately owned tracts, mineral leases and other property interests within each of the proposed additional units in accordance with Section 10, Title 30, of the Louisiana Revised Statutes of 1950, with each tract sharing in unit production on a surface acreage basis of participation.
4. To designate an operator of, and unit wells for, the proposed additional units as may be appropriate.
5. To permit applicant to combine downhole production from the Hosston Formation, Reservoir D, with production from the Cotton Valley Formation, Reservoir A, in any well drilled on the identical units proposed for these formations in which the interests in such units are identical.
6. To extend, except as in conflict herewith, the provisions of Office of Conservation Order No. 503-B-51, effective February 14, 2006, and all applicable Statewide Orders, to the proposed additional units for the Hosston Formation, Reservoir D.
7. To extend, except as in conflict herewith, the provisions of Office of Conservation Order No. 503-J, effective November 22, 1983, as amended and supplemented, and of all applicable Statewide Orders, to the proposed additional units for the Cotton Valley Formation, Reservoir A.
8. To consider such other matters as may be pertinent.

The Ouachita Parish School Board met in regular session on Tuesday, May 23, 2006 at six (6:00) o'clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Phillip Odom. There were none absent.
Board member A. R. Sims led the Pledge to the Flag.
Board member Scott Robinson gave the Invocation.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board unanimously approved the Minutes of April 11, 2006 as written.
Motion by A. R. Sims, seconded by Carey Walker, that the Board approve the revised Agenda as presented. Motion carried unanimously.
Upon motion by Phillip Odom, seconded by A. R. Sims, the Board approved the amended Personnel Agenda as presented, including the changes since mail-out. Motion carried unanimously.
Communications Specialist Aline Smead invited Board member Phillip Odom and Sterlington High School principal Ross Davis to present "Appreciation Awards" to Ouachita Parish School System support personnel Mary Ambose, Sharon Flintroy and Pearl Gray for their outstanding service rendered to students and community throughout their employment.
Superintendent Robert Webber and Assistant Superintendent Frank Hoffmann presented awards of "Academic Excellence" to the 2006 Duke Talent Search - Grand Recognition Recipients: Morgan Hargrove, OJHS; Anu Devkota, SHS; Karey Higuera, WRMS; Ellis Michael, WRMS (each student scored 27 or above on the ACT). The following finalists of the 2006 "National Merit Scholarship" award were acknowledged as well: Erika Knott, OPHS; Matthew Bennett, SHS; Randon Gilmore, WMHS; Jaimee Marks, WMHS; and Timothy Summers, WMHS. Also included in their acknowledgements of recognition were the "Young Authors" contest winners, Caleb Green, Lakeshore Elementary and Lynsey Rushing, Ouachita Parish High School.
Upon the recommendation of the Superintendent, Scott Robinson moved, seconded by Jerry Hicks, that the Board appoint Twainna Calhoun to the position of Principal of Good Hope Middle School, effective July 1, 2006. Motion carried unanimously.
On motion by John Russell, seconded by Carey Walker, the Board accepted the Superintendent's recommendation and appointed Anthony Killian to the position of Principal of Richwood High School, effective July 1, 2006. Motion carried unanimously.
Upon the recommendation of the Superintendent, Jerry Hicks moved, seconded by Scott Robinson, that the Board appoint Donnie Dampier to the position of Principal of Riser Middle School, effective July 1, 2006. Motion carried unanimously.
Upon the recommendation of the Superintendent, John Russell moved, seconded by Jerry Hicks, that the Board appoint Anthony Moore to the position of Principal of Riverbend Elementary School, effective July 1, 2006. Motion carried unanimously.

On motion by A. R. Sims, seconded by Jerry Hicks, the Board adopted the Resolution authorizing the State Mineral Board to advertise for bids to lease for exploration of lands for mineral development located off Hwy 165 north of Bosco in Section 16, Township North, Range 4 East, Ouachita Parish, Louisiana, excluding beds and bottoms of all navigable waters located in said Section, less and except, the Northeast Quarter of the Northeast Quarter of Section 16, estimated to contain 600 acres as per the request of Steve Magown on behalf of Sylvia Resources, Inc. Motion carried unanimously.
On the recommendation of Transportation Supervisor Prentiss Boyd, Jerry Hicks moved, seconded by Carey Walker, that the Board authorize a $10.00 increase in Driver Education fees (from $175.00 per student to $185.00 per student) and increase fees for Activity Trips $.05 per mile (from $.45 to $.50 per mile). Motion carried unanimously.
Motion by A. R. Sims, seconded by John Russell, that the Board approve the matching funds requests from Calhoun, Kiroli and Riverbend elementary schools for capital expenditures in the amount of $4,950.00 each as recommended by Business Manager Richie Garrett. Motion carried unanimously.
On motion by Scott Robinson, seconded by Phillip Odom, the Board adopted the Ouachita Parish School Board Budget Revision No. 1 as presented by Business Manager Richie Garrett. Motion carried unanimously.
In an effort to express their appreciation of all Ouachita Parish School System support employees for their hard work and dedication, Scott Robinson moved, seconded by Phillip Odom, that the Board approve the Resolution authorizing a "One-Time Support Staff Pay Supplement" of $300.00 to be distributed in a separate payroll check prior to June 30, 2006, of which (excludes certificated instructional staff, administrators, supervisors, and professional support staff as defined by the Board at its meeting on November 16, 2004). The Resolution requires a support employee to be effectively employed on May 23, 2006, and employment must have been approved before the Ouachita Parish School Board in an open meeting. Additionally, Mr. Robinson moved, to adopt the Resolution containing a "2006-07 Support Staff Salary Increase" proposed for support employees who have not received permanent pay increases supported by the state in recent years. Amounts to be determined using a salary schedule for a full time, nine-month support position as the working base contained in this file and in accordance with the records of this matter. This salary increase commencing this fiscal year (2006-07) and (excludes certified instructional staff, administrators, supervisors, and professional support staff as defined by the Board at its meeting on November 16, 2004). Motion carried, with Carey Walker recusing himself from voting.
Upon the recommendation of Business Manager Richie Garrett, Scott Robinson moved, seconded by John Russell, that the Board approve the proposal increasing the mileage rate from $0.32 to $0.36 per mile, effective July 1, 2006.
Mr. Sims offered a substitute motion that if the Board approves a mileage rate increase, then the Board can pay for all employees' mileage who drive at lease five miles one way to work each day or leave the mileage rate as it is. Motion died for lack of a second.
The following roll call vote was recorded: Scott Robinson, yes; A. R. Sims, abstained; Jack White, yes; John Russell, yes; Carey Walker, recused himself; Jerry Hicks, yes; and Phillip Odom, recused himself. Motion carried, with four (4) "yes" votes, two (2) recusals and one (1) abstention.
Business Manager Richie Garrett announced that the Office of State Group Health Care Benefits was threatening to disallow the Ouachita Parish School System to participate in the State Group Health Program, unless we dropped Lafayette Life insurance as a supplemental life insurance for our employees. To comply with State Group's request, the Ouachita Parish School Board will require all employees that currently have Lafayette Life to purchase a minimum of $5,000 State Group Life, if they wish to maintain their Lafayette Life insurance. From this point forward, any employee wishing to purchase Lafayette Life insurance, must purchase a minimum of $5,000 of State Group Life insurance. State Group insurance, in return, will allow all persons with Lafayette Life to enroll in the State Group Life without having to meet medical requirements.
The Board felt that a good benefit for support employees would be to have life insurance. The Board decided to pay the premiums (employee and employer) for all support personnel (as previously defined) to have $5,000 of State Group Life insurance. These changes are to go into effect when support employees start their 2006-07 fiscal year and when First Financial can meet with them to sign the proper documents.
Whereby, Scott Robinson moved, seconded by A. R. Sims, that the Board accept Business Manager Richie Garrett's proposal to pay both the employee and employer portion of premiums to purchase each Ouachita Parish School System support employee(as previously defined) a $5,000 life insurance policy from State Group Optional Life Insurance and to require all employees that currently have Lafayette Life to purchase a minimum of $5,000 of State Group Life if they wish to maintain their Lafayette Life and that all employees from this date forward that wish to purchase Lafayette Life be required to purchase a minimum of $5,000 of State Group Life insurance. To do so would satisfy State Group Insurance requirements and allow Lafayette Life Insurance members to continue their coverage. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Carey Walker moved, seconded by John Russell, that the Board remain with Luffey & Huffman Financial Auditors for one more year.
Jerry Hicks offered a substitute motion, seconded by Carey Walker, that the Board cancel the present contract with Luffey & Huffman and employ another financial auditor, further stipulating that Mr. Garrett contact the Legislative Auditor for advice in canceling the contract before taking action on this matter.
The following roll call vote on Mr. Hicks' substitute motion was recorded: Phillip Odom, yes; Scott Robinson, yes; A. R. Sims, yes; Jack White, yes; John Russell, abstained; Carey Walker, yes; and Jerry Hicks, yes. Motion carried, with six (6) "yes" votes and one (1) abstention.
Phillip Odom moved, seconded by Carey Walker, that the Board accept the recommendation of Special Projects and Safety Coordinator Kenneth Slusher and approve the bid proposal from Joe Banks Drywall & Acoustics in the amount of $57,835.00 for the repair of the ceramic tile floor at Jack Hayes Elementary School. Motion carried unanimously.
Jerry Hicks moved that the Board grant permission to advertise to bid the concession stand construction at West Monroe High School as recommended by Kenneth Slusher.
In reviewing the cost proposal submitted by architect Hugh Parker, Mr. Hicks withdrew his motion until further evaluation.
Upon the recommendation of Business Manager Richie Garrett, Phillip Odom moved, seconded by Scott Robinson, that the Board grant permission to bid the sale of surplus equipment [Bid No. 35-06]; LED sign for Richwood High School [Bid No. 36-06]; air condition unit for Central Office [Bid No. 37-06]; small chiller for OPAC [Bid No. 38-06]; and, garbage collection (parish-wide) [Bid No. 39-06]. Motion carried unanimously.
The next meeting is scheduled for Tuesday, June 20, 2006 at 12:00 noon.
There being no further business to be brought before the Board, Mr. Hicks moved, seconded by A. R. Sims, that the meeting adjourn. Motion carried unanimously.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'medium'. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2005. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions:
Non-Detects (ND) - laboratory analysis indicates that the constituent is not present.
Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/L) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Parts per trillion (ppt) or Nanograms per liter (ng/L) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
Parts per quadrillion (ppq) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000.
Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.
Millirems per year (mrem/yr) - measure of radiation absorbed by the body.
Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
Variances & Exemptions (V&E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
During the period covered by this report we had the below noted violations of drinking water regulations.
In the table below, we have shown the regulated contaminants that were detected at levels BELOW their maximum contaminant level. These samples, except for Lead and Copper results and surface water systems, were collected at the raw water source and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. The last chemical sampling of our source water was collected on Tuesday, November 09, 2004. Chemical Sampling of our drinking water may not be required on an annual basis, therefore, information provided in this table refers back to the latest year of chemical sampling results.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk for infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791).
