SPECIAL ELECTION - COMMISSIONER OF INSURANCE
WHEREAS, a vacancy exists in the office of commissioner of insurance due to the resignation of the Honorable J. Robert Wooley; and WHEREAS, La. Const. Art. IV _ 16 mandates that the governor shall call a special election to fill the vacancy,in a statewide elective office other than that of governor or lieutenant governor where the unexpired term exceeds one (1) year in accordance with the next regular scheduled congressional or statewide dates for election;
NOW THEREFORE I, KATHLEEN BABINEAUX BLANCO, Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:
SECTION 1: A special primary and a special general election shall be held throughout the state of Louisiana for the purpose of electing a commissioner of insurance to fill the prospective vacancy in the office.

PERFORMANCE HEARING / PUBLIC NOTICE #3
The City of West Monroe will hold a Public Hearing to obtain citizens' views and to respond to questions relative to the Parish's performance on its FY-2001 LCDBG ED Bancroft Project #583317. The meeting will be on Tuesday, June 13, 2006 at 2:00 PM in the City Hall.
The Louisiana Community Development Block Grant Program (LCDBG) has established four (4) major goals (objectives) for Community Development Programs:
A. Strengthen community economic development through the creation of jobs, stimulation of proven investment, and community revitalization, principally for low and moderate-income persons.
B. Benefit low-moderate income persons.
C. Eliminate or aid in prevention of slums or blight.
D. Provide for other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs.
This Public Hearing will include a discussion of City's performance on their FY-2001 LCDBG ED Bancroft Bag Project #583317, the amount of funds expended, the benefit to low/moderate income persons, and related Project outcomes. Project records are on file at the City Hall (2305 N. Seventh Street) and may be reviewed by citizens each working day during regular working hours (8:00 a.m. - 5:00 p.m.).
All residents of the City of West Monroe are invited to attend this Hearing and to review Project Performance and to express their views and make comments both written and verbal on all aspects of the program and the Project. The Agency certifies to US Department of Housing and Urban Development that Jason A. Rabalais in his capacity as Vice President/COO consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. US Department of Housing and Urban Development's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Agency to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
US Department of Housing and Urban Development will consider objections to its release of funds and the Agency's certification received by June 30, 2006 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Agency; (b) the Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by US Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to US Department of Housing and Urban Development at
