The District 3 race is the only item on the Dec. 8 ballot in Ouachita Parish. Only voters registered in City Council District 3 are eligible to take part in the election. Ouachita Parish Registrar of Voters Christa Medaries said roughly 7,026 voters are eligible to cast ballots in the runoff. Fellow Democrats Betty Blakes and Juanita Woods advanced to the runoff after no candidate secured a majority of votes in the Nov. 6 election. .....
