Jay Russell will be sworn in as Ouachita Parish sheriff at a 2 p.m. ceremony at the Pentecostals of the Twin Cities in West Monroe. A long-time deputy with OPSO, Russell was elected last October. Ahead of his inauguration, Russell said he feels well-prepared for the job of overseeing the Sheriff's Office's personnel and budgets.
