After a fast and furious start, when Gov. Bobby Jindal's education reform plan sped through like a runaway train, the action slowed. It picked up pace again when dissension arose over the use of non-recurring revenues to balance the budget and proposed changes to the way funds from the Minimum Foundation Program could be used.
