That's the assessment from Rep. Marcus Hunter, who noted that north Louisiana has too often gotten the short end of the stick in funding and resources. "We're at the bottom of the totem pole," said Hunter, D-Monroe. "And as such, we are the locale that will be most greatly affected if money is not available."
