Russell plans 'no major changes' for now

There will be no major changes in the makeup of leadership at the Ouachita Parish Sheriff's Office until at least July.

That's according to chief deputy Jay Russell, who will lead the Sheriff's Office during Sheriff Royce Toney's absence. Toney stepped aside late last week after U.S. Magistrate Judge Karen Hayes instructed him to take a leave of absence and refrain from contacting any Sheriff's Office. Hayes issued her order Friday after Toney was arrested by federal authorities on charges of fraud, conspiracy and identity theft.

Russell said he will hold off making any leadership changes at the Sheriff's Office until he is officially sworn in as sheriff on July 1.
