Armstrong foresees 'potential disaster' EDITOR'S NOTE: This week The Ouachita Citizen continues a series of articles on the candidates for Monroe mayor.
The next mayor of Monroe needs to be ready to address rising tax rates and a declining population, according to one candidate for the office.
"That spells a potential disaster for the city because we have a declining tax base," said retired physician Ray Armstrong.
Armstrong is one of three candidates who qualified to challenge incumbent Jamie Mayo in the March 24 primary.
