Metro targets 'legal' pot

It's sold in convenience stores and novelty shops in small, colorful packages, under names like "White Rabbit" and "Bayou Bandit."

The packages look professional. They're shiny and many of them proudly proclaim the herbs contained inside are "USA Lab Certified Legal."

The stores sell them to customers who pay for them with credit cards, cash or checks. The store owners even pay sales taxes on the transactions.

The only problem is that the products are illegal.
