Clean-up entails far more than picking up litter One of the biggest goals for Keep Ouachita Parish Beautiful is changing the mindset of people so they'll think twice before littering.
Cpl. Wayne Heckford of the Ouachita Parish Sheriff's Office, who serves as executive director for Keep Ouachita Parish Beautiful, said code enforcement and ordinances play a major role in litter abatement. However, it's education and changing people's mindsets that will have the longest lasting effect.
"If everyone was doing their part, we could work toward this goal of making this area a beautiful place," Heckford said. "Studies have been done by Keep America Beautiful that shows areas that are nice are more likely to stay litter-free than if it's a place that's littered." "It's a simple caretaker mentality that if someone is taking care of an area, people would be more mindful about what they do," he said.
