Pension payments sting city Declining sales tax revenues and increases in pension payments for municipal employees has made it difficult for any city to balance its budget.
However, Mayor Dave Norris said the city of West Monroe has been able to weather these tough economic times thanks to a $6.4 million accumulated general fund surplus and fiscal conservatism.
