While the new $500,000, 100-bed addition at Ouachita Correctional Center was recently completed and now houses prisoners, the Ouachita Parish Police Jury must spend roughly $15,000 to keep it from flooding.

That doesn't sit well with Police Jury President Shane Smiley, who questioned why drainage issues were not taken into account during the design of the facility.

"When did we recognize we were going to have a problem with drainage out there?" Smiley said. "We've been following this thing for six months."
