Amendments endorsed When voters across Louisiana go to the polls Saturday, they will decide the fate of two proposed constitutional amendments.
The two constitutional amendments were approved by state lawmakers in 2009. Voters are being asked to consider them this year because there was no statewide election last year.
Constitutional Amendment 1, sponsored by Sen. Neil Riser, R-Columbia, would advance the start and end dates of the annual legislative sessions by about two weeks. That would give state agencies a better chance to adapt to new budgets and laws.
Riser's proposed amendment originally called for legislatives sessions to be held each year beginning in the second week of January. That idea ran into opposition among some legislators from southern Louisiana. We have to assume they did not appreciate Riser's unintentional meddling with Mardi Gras.
Be that as it may, Constitutional Amendment 1 is a good amendment, and the voters should approve it.
Constitutional Amendment 2, sponsored by Sen. Mike Walsworth, R-West Monroe, would allow more than 400 employees of the governor's emergency preparedness office to remain free of state Civil Service rules and protection. It also would end a year-old lawsuit filed by the state Civil Service Commission challenging the authority of the Legislature to exempt the office from Civil Service rules.
