Recidivism rate costly for parish
Ouachita Parish Sheriff Royce Toney says the parish as well as the state must do something to better address its incarceration rate.
Correctional facilities throughout Louisiana currently house 40,000 prisoners and it's considered at the top of the list among states with the most prisoners.
That's costing the taxpayers, Toney said.
