Indicted councilmen receive standing ovation Monroe City Councilman Jay Marx was selected Tuesday to serve as the council's new chairman while councilman Eddie Clark was tapped to serve as vice-chairman.
Tuesday's regular city council meeting was the first council meeting since a federal grand jury in Shreveport indicted councilmen Arthur Gilmore and Robert "Red" Stevens on racketeering and extortion charges. They are accused of taking bribes from a businessman who does business with the city.
