Fine arts center project resurfaces A 10-year-old project to establish a fine arts center for local students could resume soon. Backed by Ouachita Parish Schools and the city of West Monroe, efforts to establish an arts center stalled because the proposed center was planned to be housed at Ouachita Parish Alternative Center, according to Mark Walker. Walker is coordinator of instrumental music at Ouachita Parish Schools.
Student needs at OPAC became a top priority, prompting the project to be tabled for some time, Walker said.
