Teacher assessment bill clears hurdle

Rep. Frank Hoffmann's bill to require public school teachers and administrators to undergo what is known as a "value-added" evaluation and assessment was approved by the House of Representatives Monday.

Now in the Senate's hands for consideration, Hoffmann's bill calls for the state Board of Elementary and Secondary Education to provide a "statewide system of accountability for schools and school districts based on student achievement and minimum standards."

Proposed to be tested in 27 school districts across the state beginning with the 2011-2012 school year, Hoffmann's legislation is patterned after a program crafted by LSU. It "shall be based, in part, on growth in student achievement using a value-added assessment model as determined by the state board."
