Group focuses on OCC recidivism rate

Dozens of local leaders and community activists have begun the second phase of a comprehensive plan to help reduce the recidivism rate at Ouachita Correctional Center.

The Ouachita Parish Police Jury has grappled with overcrowding at the parish prison due in large part to the high recidivism rate among parish prisoners. Many of the inmates incarcerated at OCC are there for their third or fourth offense, according to OCC Warden Brian Newcomer.

OCC posted a $600,000 deficit at the end of the 2009 fiscal year. Parish officials expect OCC will post another $600,000 deficit at the end of the 2010 fiscal year.

Currently, the police jury collects a 9.2-mill ad valorem tax to help pay OCC's expenses. That tax expires in the next year or two.
