EDITOR'S NOTE: This guest column was written by Dr. Phillip Rozeman, chairman, LA Next Horizon and Mary Ann Newton, president, WMWO Chamber of Commerce & board member, LA Next Horizon.

The current debate over federal funding for education shines the light on the next horizon of education reform as proposed by the U.S. Department of Education.  This large federal expenditure on education is built on the concept that sustainable improvement in our education system depends largely on the interaction at the teacher-student level. 

A cornerstone to this concept is the realization that leadership at the school site, district, and state level must be focused to support this work.  The federal government asks the state and district to build systems that support principal and teacher performance and promote innovation and accountability.

Our state will soon join every other state in a very competitive grant application for over $4 billion in federal money.  In Race to the Top, only a handful of states will receive large rewards.
