West Monroe Mayor Dave Norris admits 2009 was a difficult year with the poor economy nationwide, but he's anticipating a good year in 2010.

Norris predicts a turnaround for the local economy in 2010, too.

Several recent months of low sales tax collection have hurt local governments that rely on sales tax collections to help finance their operations.
