OPPJ looks for garbage contractor to clean up Section 8 housing

In an effort to improve Ouachita Parish's litter problem, the police jury agreed Monday to find a garbage collection company to provide trash service for Section 8 Housing residents.

Police juror Pat Moore brought the matter before the police jury during its regular meeting.

"As you know, if you live outside the city limits, residents are responsible for having a trash provider pick up their trash at their cost," Moore said. "So, we're focusing on Section 8 right now."

Section 8 Housing director Peggy Steele said families living under the Section 8 Housing program are given a utility allowance, which they can spend on trash service.

"A lot of public housing authorities pay utility companies to pick up the trash," Steele said. "I was asked if this would be a problem with the Section 8 program."

"It would not be a problem because right now the allowance goes to the families," Steele explained. "Some have trash service and some don't. Those who don't have it, the trash winds up being dumped behind houses or in ditches."

"If the parish would come together and pursue one entity to pick up that trash, it would help tremendously," Steele added.

Steele gets calls often from landlords complaining that Section 8 Housing residents moved and left behind a great deal of trash.

In many cases, landlords have to clean it up or pay for it to be removed, Steele said.

On another front related to Section 8 housing, the police jury agreed to open a position for a Section 8 Housing code enforcement officer. The Ouachita Parish Sheriff's Office will provide a deputy for Section 8 Housing code enforcement. The position will be fully funded by the Section 8 Housing Department.

The Section 8 code enforcement officer will conduct inspections of Section 8 property and write citations if needed, Steele said.
